If you have 7 mana, you can practically one shot someone. You copy the Refuse part. Say they Cast one of the titans you play Refuse. then you copy it before the stack resolves, copying the same spell. Boom. unless they over 20 life they lose.
Seems like the card pulls in two different directions. Aftermath and copying a spell provide card advantage, but a control deck doesn't care about burning it's opponent. Might see some play in a UR counterburn deck that miraculously has enough tools to be viable.
