I really like the general conceit of your headliner card, it is much too powerful. Currently, you have a slightly weaker Yawgmoth's Bargain as your Legendary for half the price. In addition, if you gain 3-life you can just kill a player with Tainted Remedy or False Cure. I would probably get rid of the activated ability as then it would be just a very good card, and maybe even limit the text to "The first time an opponent would gain life this turn, draw a card", or "At the beginning of your end step, you may draw a card for each player other than you that gained life this turn". The second wording might still be too good though, but this would hopefully prevent you from just drawing your deck in one turn, or wombo-comboing the table in one turn.

To be fair, Nira, Malicious Sycophant is a much weaker Yawgmoth's Bargain. Each time you draw a card, not only do you have to pay 3 life, but you create a 6 point life swing in the process. In Commander with your starting life total, you can draw 39 cards from Yawgmoth's Bargain. By comparison, you can draw 12 cards with Nira, Malicious Sycophant and your opponent(s) gain 36 life in the process!
Tainted Remedy is a pretty crappy card. It seems futile to make Nira, Malicious Sycophant weaker because of a crappy card and mediocre combo. Even with Tainted Remedy, you would have to have more life than an opponent to kill them. You would need to have a numerous amount of life to kill all opponents.

My biggest problem is that the only limiter to the card draw is your life total, and this is especially important in a format where you can wantonly abuse your own life total without much fear of a swift reprisal from a large number of decks. In fact, often times life totals can become irrelevant, especially when you can abuse card draw so flippantly, or your win-con is not dependent on someones Life, like infect or combo. For example, I could easily set up a Children of Korlis or the more recent Oketra's Last Mercy. It won't matter if I've given someone a large chunk of life advantage, especially so early in the game, I've probably just drawn 15-25 cards on turn 3 or 2.
With the way that your card is currently made, the potential card advantage is unparalleled for any other Legendary creature in that CMC, even Edric can't gain cards at such a rapid rate. With that kind of rapid of lifegain this card could easily just warp meta's into playing decks that are exclusively poised to counter said commander.

There certainly are some combos that are good with this card. Although you have to use mediocre cards that are crappy otherwise. Perhaps the design could be changed and only allow you to activate the ability at sorcery speed, allow you to activate it once each turn or require mana to activate.
However I must state that almost all legendary creatures have incredibly powerful interactions with a few cards. It is very easy to critique a custom legendary creature because a couple cards in the format have great synergy with it. Think how powerful Norin the Wary is with Confusion in the Ranks or Rhonas the Indomitable and Lure or Kydele, Chosen of Kruphix with any wheel effect. Or the infinite combos I mentioned earlier that are two card combos that literally win the game. This isn't anything new.

There are plenty of infinite combos in EDH. It is the nature of having a format where 18,000+ cards are legal. Kiki-Jiki, Mirror Breaker + Zealous Conscripts, Teferi, Mage of Zhalfir + Knowledge Pool, Niv-Mizzet, the Firemind + Curiosity, etc.
