I've been having a lot of fun designing legendary commanders with a converted mana cost of 1 and have been enjoying discussing them with the community here! Here are a few more designs:

Vigilance
Tap three untapped Humans you control: Put a +1/+1 counter on target Human you control. That creature gets vigilance until end of turn.

Flying 1U: Return target permanent you control to its owner's hand. Activate this ability only if Suena, Diverting Tactician dealt combat damage to a player this turn.

Lifelink
Creatures you control with power 1 or less have lifelink and are Vampires in addition to their other types.

Your Mayor Fenton just seems like a bad version of Outlast. For tapping four creatures I think you could get a Gavony Township effect.
Suena might be broken for all I know, but give the power of Brago, I don't see why the effect needs a mana cost.
Remy seems a little more promising, but still doesn't seem like sufficient incentive to fill my deck with 1 power creatures. Grant Deathtouch as well and it might.

The idea is that it can be done multiple times per turn. If it didn't have a mana cost it would be busted. As-is it seems balanced and a good way to get early value out of Sage Owls and Snapcaster Mages.
I like Mayor Fenton as a human tribal dude. It's better than outlast primarily due to instant-speed, but he is definitely not competitive. Then again, not all commanders need to be.
Remy seems to have a strange focus for a black legend. I would just go back to the drawing board for that one.
If Suenna didn't have a mana cost she would give you the ability to cast creatures like Palinchron and friends infinitely. With one land that produces more than 1 mana its infinite mana as well if it was free. The mana cost on the ability stops it from instantly breaking those cards.
