A little while back, I started picking at ideas to do a Mirrodin Pure set, and alternative to New Phyrexia showing the Mirrans overcoming the Phyrexian invasion (for now, more on this later). I didn't finish the set, but I came up with some cards and themes I liked, so I thought I'd share them.
Overall, the set shift from heavily Phyrexian aligned, to heavy Mirran aligned. The Phyrexian cards would be few, but powerful, representing their last stand and not going quietly into the night. Some cards (like Exclusion Ritual) can be flavor shifted from one faction to another, others are tweaked slightly or replaced.
THE MARQUEES
There are two Mythics using the key art from the Mirrodin Pure/New Phyrexia promotion that encapsulate each side's personality: Mirrodin's implacability and Phyrexia's long term insidiousness (Phyrexia's is lashing out in its death throes, but just maybe this is still all part of the plan).
DARKSTEEL ARCHANGEL 8
Artifact Creature - Angel
Flying, indestructible
Sacrifice Darksteel Archangel: You can’t lose the game and your opponent’s can’t win the game this turn. Until the end of turn, prevent all damage that would be dealt to you and your life total cannot change.

OTHER THOUGHTS
Obviously, there would need to be a few cards to make drafting easier with SOM/MBS. The Phyrexian cards that remained would need to push/reward thing like infect more heavily so those mecahnics would be usable in their small numbers.
Battle Cry could continue over from MBS, but Proliferate and maybe Living Weapon would get dropped.
Newer, stronger, versions of Melira and Jor Kardeen would help the set feel more Mirran-centric. Maybe even a cycle of five mythic "victors" to replace the Praetors.

I really enjoy the set idea and some of the card designs.
But some of your cards are broken. While I enjoy a new Praetor cycle, you can easily take infinite turns with Jin Gitaxis reanimation and a sacrifice outlet.
I do think it's a neat idea. I like the flavor of Wheels within Wheels, very Phyrexian and sinister!
The Wheels Within Wheels card needs a different wording. As is, it works with alternate win conditions, but on the more common scenarios it results in a tie, as it doesn't stop opponents from losing the game.
