Definitely not, mass LD isn't done any more. The last time ever it was done was almost 10 years ago on a planeswalkers ultimate or part of destroying everything. Land denial just isn't something Wizards is interested in pushing nowadays, so it's unlikely we will see any new mass LD cards. Ignoring that, this is crazy powerful; I don't think they would reprint Ruination let alone significantly stronger versions.
In supplemental products mass LD is more likely, but the most recent one is a mass Ghost Quarter. That should let you know where they stand even in supplemental products.
Depends. It's perfectly fine for eternal, so I can see it see print in an a suplemental set. I'd even say it would make for interesting new decks.
Not going to pass muster for standard, not at that cost, not when wizards are pushing multicolored decks and non-basic lands as selling points of sets, not when the land destruction as a strategy is deliberately avoided.

I don't think this kind of effect really needs to be pushed much farther for modern purposes. Shatterstorm and Creeping Corrosion are both perfectly playable hate cards, and adding an enchantment clause isn't necessary because artifacts have always been stronger. Enchantments appear in small enough numbers that Destructive Revelry works fine by itself.
Despite the title, I'm not necessarily trying to make a Modern caliber card of this or obsolete existing cards. I would just like for it to be a potential build-around that wouldn't polarize Modern. How about a toned down version that can be countered, costs more, and is more mana intensive?

The most recent example of this effect is Wave of Vitriol. Your card is still leagues better due to costing one less and not exchanging nonbasics for basics. The sacrifice can make Wave better but overall its usually irrelevant.
