Players can't untap more than two noncreature permanents during their untap steps for as long as there are +1/+1 counters on Serca Bezi, Equilor Ancient.
T, Remove a +1/+1 counter from Serca Bezi, Equilor Ancient: Untap another target permanent you control.
The use of counters is just there to interact with things that move/create counters. It's an unnecessary complication.
Can't untap more than 2 artifacts or 2 lands is ambiguous. This does mean if you have 2 artifacts and 2 lands you can untap them all? Or does it mean you can untap JUST 2 artifacts OR JUST 2 lands?
It's insanely overpowered. It's a 2cc 3/3 with abilities that remniscent of static orb (which was abusive at 3cc), and an aether vial for all spells that's been charging for 3 turns.

As for the artifacts and lands question, it's the former (If you have only 2 artifacts and 2 lands, everything can be untapped). I singled out artifacts and lands because I still want creatures to be untapped, and artifacts and lands are very common as mana sources in the format.
EDIT: I reworked it quite a bit so that the text isn't too long, and it isn't so complex. I replaced the last ability with a simpler untap ability that lets you skirt a bit around the Static Orb-esque effect.

This is actually meant to be a Commander card that scales with casting like Jeleva, Nephalia's Scourge.
