There's not much point in having it as a keyword. The ability hasn't been done before and if it was done it would be on one or two cards and not an entire mechanic across a set. It'd be cool if one of the commander sets came out with an artifact that did this though.
Long answer: In custom card design there's this concept called the "removal arms race." Basically what this means is, people creating removal designs to get around creatures that are safe from removal leads to people wanting to create creatures that are immune from that kind of removal, which leads to removal that can get them nevertheless, and so on. This is bad design, leading to overly complicated and niche cards and if taken to its logical extreme, would obviate removal entirely. The whole point of removal is to be an answer to threats, something without which the game would be unbalanced.
Bounce is frequently a blue deck's only solution to a resolved permanent. And nonblue decks are rarely capable of bouncing opponents' permanents. This sounds like you recently got stomped by a deck using a lot of bounce, and you're salty about it.
Even if such an ability did get printed, it doesn't really help you. The blue decks could turn to cards along the lines of Nevermaker, Commit // Memory, Anchor to the Aether, etc. Those effects not only bounce your permanents, they screw up your upcoming draws, too.
It's also just a super narrow blue hoser. White and green do this to their own stuff sometimes, but otherwise bounce is almost nonexistent outside of blue. Just because you don't enjoy being on the receiving end of Cyclonic Rift, it doesn't make an anti-bounce keyword a good or necessary idea.

Also, for one-shot bounce effects like Rift, we now have Teferi's Protection.
The healthy design and interaction space for this concept is INCREDIBLY narrow, and otherwise it interacts in countless undesirable ways with existing cards. There's just not a lot of compelling gameplay to be derived from a mechanic like this.

non targetted bounce and bounce as a cost isn't so common that you'd need to have a keyword specifically used for it.
