I notice that some promo cards are worth more than their normal counterparts, while others are worth less. What accounts for this spastic variance in price? Why aren't all promos worth more or worth less than their counterparts?
Its unlikely that theres "more" promos than regular foils around of a specific card.
However, for some like a Grand Prix Promo Progenitus, chances are theres a hell lot more than regular ones, and some people cannot stand the promo version foil , otherwise same artwork etc.

If a promo is reasonable rare and hard to find, its expensive simply because its hard to find.
If it has a artwork that people enjoy it becomes more expensive as people collect cards for artwork alone (and its enough if a handful of people collect a specific card in hundreds of copies to drive the price up).
Some promos are really easy to get your hands on (release promos, for example). Some regular cards are really hard to get your hands on (see judge promo versions of P3K cards).
