So wizards is scummy for not altering the chance of foil lands appearing? Let this sink in, the complaint is "Wizards has not changed the rate at which a specific foil card appears in packs!!"
I know we all want the more expensive cards to show up more often and lots of people cry to the heavens that more expensive cards show up less, but to say they are scummy because they didn't increase the likely hood of specific cards showing up seems insane.
If they had made the individual copies of the multiple type cards rarer than their indicated rarity, that would definitely be scummy.
Unhinged foil basics appeared at the same rate despite each land only having a single artwork. Why then do the Unstable basics only appear at the same rate as a freaking masterpiece? Other sets you are guaranteed at least one foil basic per box, this set? Not even.

Unhinged did a lot of strange things with their foil sheets including having a card that only showed up in foil and was 10 times more common than normal foils. Who knows how many decisions went into how foils were distributed.
No one complained when this happened with Amonkhet, why was it not a problem then, but scummy now?
Finally, I can't find a way to confirm the claim that unhinged had more foil lands showing up. Do you have proof that this was the case?

Unstable has 216-ish cards (268 possible iterations of cards with variants). Of those, a whopping 90 are common, with an additional 5 land.
Amonkhet was a large set of comparable size to Unstable, at 269 cards. It had 101 commons, and 20 lands.
Foil lands are printed at the same rate as foil commons. So comparably:
Unhinged: You have a 1/12 chance of pulling any basic foil land.
Unstable: You have a 1/19 chance of pulling any basic foil land.
Amonkhet: You have something close to a 1/6 chance of pulling any foil basic land. If you want one of the full arts, however, you're dealing with an approximately 1/24 chance.
You technically have a better chance of pulling an Unstable land than you do an Amonkhet full art.
Rumor has it that there are god boxes floating about. In which each pack of a god box has a foil basic and they are all the same basic. They are fairly rare apparently, like the god packs in Journey to Nyx.

If this were intentional, it would not affect the distribution of normal boxes as tbe sheets would, by necessity, be their own "special" sheets to be added to a box. If unintentional, it might depending on exactly what caused the mistake to occur. That said, I cannot think of a means in which a box could have all of one foil card unintentionally given how they print foils (theybdo not print entire sheets of a single card, but rather have sheets with every card represemted on said sheet from my understanding). If thisnis at all true, it would almost have to be intentional, amd it would by necessity add more foils to the market rather than remove them from boxes.
As for the "scumminess" of their rarity, realize that a lot of cost saving measures need to be put in place to get the set printed, at all. A lot of the cool things normally associated with unsets were cut to keep the production cost low in case of failure. It wpuld.make zero semse for them to actively cut some things fromnthe set for cost reasons, amd then implement an entirely mew printing and pack collation process, which would likely outsrrip the costs tjey saved elsewhere. Unstable likely barely got the go ajead, and part od that is that tjey were able to keep production costs down.

I have maybe 20 foil basics that I didn't buy and I've opened a *lot* of boxes.
I just wonder, if they put Guay's lands to standard showdown and buy-a-box pacsk, Pool's falling star lands to gift box. probably they are going to put foil Kev Walker's lands to next showdown season. and finally then put unstable lands during Dominaria and 25th anniversary season.
