Wizards tried their hand at making a BW Tokens event deck for Modern a few years ago, but decided not to do more. What if with the announcement they are trying out Challenger decks that they decide to make Modern ones too? (I know they're not but let's entertain that thought) What three decks would work if they were to make semi-competitive decks with a price point of let's say $100?
#1: Soul Sisters
I think this is the easiest and most obvious choice. New players love lifegain, and all the pieces are readily pushed for the price.
#2: Elves
Maybe with a limited amount of Collected Company and Chord of Calling it can still be decent. Again with new players in mind, tribal is always liked.
#3: UR Delver
There needs to be a more spell heavy deck so this could work. It can be the "chase" deck for a single copy of Scalding Tarn.
Other options:
#4: Death and Taxes
It'll be a neutered version without Aether Vial so I would count it as average at best.
#6: Merfolk
Worse off than D&T missing Vials, but it'll also really miss out on Mutavault.
#7: Titanshift
It can possibly work without the fetchlands, but the real concern is Scapeshift. The price of it is ridiculous or else the deck would have been affordable.
Stick some rule of law effects, a brave the elements type card in the board with forgetenders and maybe Kataki or Stony Silence.
I actually knocked up a deck like this in the twin era and went 5-3 at a PTQ with almost no practice. It should be FNM playable. More than the Token effort ever was. The Windswepts are the cheapest of all fetches now, half the price of a delta in the UK on Ebay.
It might be a bit much value wise, you could sub out a Thalia maybe and a Path, throw in a couple of Rancors, or even Stonecloaker who used to get play at the start of modern in D N T.. But the deck would have lots of things newbies like- uncounterables, evasive men, big men, anti-discard "got ya", pump triggers to make a small evasive guy big, and static pump, and bits of effective hate- Militant, Thalia, Teeg. The sideboard would be pennies by today's prices. It would be easier to manage than Ghost Quartering with anti searchers like traditional D N T.
The only thing is cards like Jotun Grunt reward more experienced players as management of what is in graveyards is important and you can respond to the trigger.
Upgrades could be in terms of more fetchlands, horizon canopy and fastlands, spellskites for the board.

Would have been a great option, but it hurts losing both Liliana of the Veil and Ensnaring Bridge.

Any other decks that could work?
Standard: BG Golgari Midrange
Modern: U Merfolk GWUBR 5 Color Humans UBW Esper Gifts GW Bogles
Bascially GW aggro with hate bear elements thrown in, but less cute, no vials, just monsters.
Something like
4 Path To Exile
4 Thalia Guardian of Thraben
2 Soltari Priest
2 Jotun Grunt
3 Selfless Spirit
4 Quasali Pridemage
2 Gaddock Teeg
2 Voice of Resurgence
2 Aven Mindcensor
4 wilt Leaf Liege
23 land including at least 3 Windswept Heaths, a Temple Garden, Plains, Forests, and a Stiring Wildwood
Stick some rule of law effects, a brave the elements type card in the board with forgetenders and maybe Kataki or Stony Silence.
