Since you are the affected player, you get to choose which replacement effect applies first. In this case, applying Tomorrow first means you are no longer drawing a card so Notion Thief will not apply. If you apply Notion Thief first, you are again no longer drawing a card so Tomorrow won't apply.
Obviously, you generally want to apply Tomorrow first to each draw so you will look at the top 3 and put one into your hand for the total number of cards you would draw. Since you never actually draw a card this way, Thief will never apply.
Really? My reading of layering per 613 was that replacement effects resolve in timestamp order. Is that not correct?
My guess was that Tomorrow would apply first because timestamp, with the net effect you describe, but layering has always done unspeakable things to my brain.
Rule 613 deals with Layers (as you alluded to). Layers only deal with Continuous Effects. Tomorrow and Notion Thief are not Continuous Effects; they are Replacement Effects. So, rule 613 does not apply to them. Rule 614 deals with Replacement Effects, 615 deals with Prevention Effects and 616 deals with the interaction of multiple replacement and/or prevention effects. This rule in particular covers your scenario:
616.1. If two or more replacement and/or prevention effects are attempting to modify the way an event affects an object or player, the affected object's controller (or its owner if it has no controller) or the affected player chooses one to apply, following the steps listed below. If two or more players have to make these choices at the same time, choices are made in APNAP order (see rule 101.4).
Then, it follows these steps (note that once you apply one in 616.1d, there are no more to apply since the other won't apply anymore since you are not drawing a card so the process stops after that one is chosen):
616.1a. If any of the replacement and/or prevention effects are self-replacement effects (see rule 614.15), one of them must be chosen. If not, proceed to rule 616.1b.
616.1b. If any of the replacement and/or prevention effects would modify under whose control an object would enter the battlefield, one of them must be chosen. If not, proceed to rule 616.1c.

I just found this and wanted some clarification. Teferi’s Puzzle Box seemed ignored in this conversation. The cards ability is not replacing your draw, it’s just activating at the beginning of the draw step. So wouldn’t it activate before Tomorrow or Notion Thief ever come into question.

I just stumbled on this post and it confused me.
It triggers after you draw your card for turn (which Tomorrow replaces but Notion Thief does not). Then, the player puts their cards on the bottom and tries to draw that many cards. There, Tomorrow and Thief try to replace those draws.
So, I am not sure of what the current question is. The question above was within the context of drawing a bunch of cards off Puzzle Box and how Tomorrow and Thief affect those draws. Without Puzzle Box, there isn't much of a question since Thief can't apply to the first card drawn in the Draw Step.
