Flurry of Horns is not a Minotaur spell, since it doesn't contain the "Minotaur" creature type (compare Flurry of Horns with Giant's Ire, which is a Giant card because it contains "Giant" in its type line); moreover, Flurry of Horns is neither a creature spell nor a tribal spell, so can't have creature types (C.R. 205.3m).
2. In general, a creature that's blocked won't assign combat damage to any player, even if all its blockers leave the battlefield before it would assign combat damage (C.R. 510.1c). One exception is if the blocked creature has trample (C.R. 702.19).
1. No. Flurry of Horns has one word on the typeline, "sorcery," and therefore does not have a creature type even though it creates minotaur tokens. When a spell refers to a particular creature type, only look at the typeline because that's the only thing that matters. Additionally, sorceries can't be minotaurs by themselves. Subtypes are attached to card types, and only creature and tribal cards can even have that type in the first place.
2. A creature that becomes blocked stays blocked regardless of what happens to the blocker. Unless the attacker has trample, it will not deal damage if its blocker is removed.
Something extra I should mention for question 2: Note that you can sacrifice a creature or other permanent only if a cost or effect allows or requires you to do so; the rules provide no window for players to sacrifice permanents except as an incidental part of another action or event (such as to pay a cost or as part of an effect).
