I would say that you are milling off your own library into your Prime graveyard, and then the card that is returned to your hand can come from any graveyard of the opponents choice
W may only be paid with white mana. U may only be paid with blue mana. B may only be paid with black mana. R may only be paid with red mana. G may only be paid with green mana. C may only be paid with colorless mana. 1 may be paid with white, blue, black, red, green, or clolorless mana.
I guess that sounds reasonable but how about delving part? Can like delve 1 card from each gy to pay generic mana cost or do need to delve everything from a single if I want to delve?

I don't see why you would be limited to a single graveyard. You choose each card you exile for Delve individually, they don't need to be close and related to each other. You could use any number of cards from any graveyard up to a total of 5.
