I am not particularly sure we will get an answer, I am not sure it would matter at this point. I am curious as to what exactly Nicol Bolas plans to do with the thing as the Planeswalking Hax seems to be inherent to it so unless he is using it for the Planar Bridge and the two things don't manage to cancel each other out in some way it seems that even moving the thing would be a gigantic pain in the rear end.
What if he plans to use The Immortal Sun to trap select planeswalkers on a certain plane (after luring them in with something) so that they don't interfere with his schemes, and then uses the Planar Bridge on a different plane to carry out some kind of invasion, with no pesky walkers to intervene? Probably the biggest snag here would be how he would prevent the walkers he traps from getting at and destroying the Sun.
Alternatively, as someone here had theorized, maybe The Sun is just a really great power source (its three extra abilities seem to imply that to me), so maybe Bolas will use it to power his Planar Bridge. The original Planar Bridge needed a huge amount of aether after all.
I believe Bolas will/could use the Immortal Sun as leverage, he could lure walkers into his meditation plane (or any other plane) and make a deal with the walkers he lured there (they do something for him, he allow them to leave), though there's alot of holes in that theory. Also if he just wanted to trap troublesome walkers, i think it would be much less time consuming for him to just hunt them down.

I'm not sure I'd say that. Ixalan is just more focused with its adventure theme.
Also, I wouldn't trust any of the factions with Orazca, especially if The Immortal Sun stays put there (it probably won't). If I had to pick one though, I'd go with the pirates. They're in their current position due to terrible circumstances.
I just hope this doesn't turn into Scars of Mirrodin II: Ixalan Pure Boogaloo. That being said, I think this is a pretty cool idea for a set clearly focused on adventure and exploration.

As much as I'd like for Pirates to get a home on an empathic level, I can't help but feel it'd be completely out of place, considering the sea is their element. Even their clothing incorporates ropes from the rigging.
Also, story-wise I think the Vampires should be repealed, so we can visit their home continent in an eventual return.
So story-wise Merfolk or Sun Empire makes most sense, with Merfolk having the added bonus that the status quo is largely maintainend.
But yeah, I'm predicting either a dinosaur or a pirate win.

I'm going with Dino cause A) DINOSAURS!!! B) they are so pretty C) Orazca was the Sun Empires. If the Sun is taken off plane (I'm 99% it will) stands to reason they should be the ones to get the city and D) I somewhat identify with the Sun Empire since I'm Mexican and a lot of the people in the Sun Empire could tell me we are some form of cousins and I'd believe them lol.
However, I can understand why you don't like them and want the pirates to get the city. While all the faction as a whole have shades of grey (except maybe the merfolk who have the individuals who add in the grey), the pirates negative aspect came along more due to survival (from fleeig the vampires and being kicked out by the Sun Empire) which to me makes them more sympathetic then the rest to me.

I am really split on this, conceptually it makes a cool adventure world theme a bit more player focused which enhances that adventure world aspect.

Not having a clear ending thought up less than a month before spoilers start and less than 2 months before the set actually comes out is not a great idea when trying to craft a long term narrative, especially seeing as they should be putting out stories before spoiler season as to not..spoil the plot.
Edit : by the way, Dinosaurs are NOT a faction. The Sun Empire is a faction. Dinosaurs are the things they ride and feed people to so that they can be all high and mighty about their stupid hypocritical "we don't kill bullcrap.
Well if the sun gets taken or is destroyed there is pretty much no point to the city anymore anyway, isn't it?
(Besides a load of gold maybe.)
At that point it might become merely a footnote in the conflict.

It isn't like she doesn't have the Guildpact to help her with her issues on Ravnica now, she could end up being his other side kick..we just need a Mono Red Angle lady and Jace would have his own Harem council of advisers from various point of views to help him guide Ravnica.
So, like a few others I would say Pirate, just because they're the ones forced from their ancestral lands and rejected by the Sun Empire, left to wander the seas with no hope of a new home and still made it work. But I also agree that they'd feel ridiculously out of place controlling Orazca (an inland city).
I don't want the Sun Empire to get it, because even without the Immortal Sun it's still be a HUGE morale boost, likely to embolden them and encourage their expansionism.
Neither do I want the Vampires to claim it for two reasons; 1) They weren't AFTER the city. They were after the Sun. Without the Sun, there's little reason for them to even WANT the city. (Again, an inland city which it would be difficult for them to even reinforce if they wanted to keep it.) And 2) Like Flisch I want to visit Torrezon on a future return, and if the vampires controlled Orazca at the end of RIX, it feels like that would virtually necessitate that a return focus on that instead.

The Sun is the dangerous thing they were really meant to protect, not the city itself, and giving Orazca to the River Heralds keeps us at equilibrium for future returns.

I'll be clear; I don't think who controls the city is a particularly important detail. At least as far as this blocks ending goes. So I would imagine that it doesn't impact cards or card art any. If a return to Ixalan is justified then they can work that in however they want in the future. But for now the Sun is whats actually important. That's why I think they can afford to do this even after the set is long since finalized.
