It's quite a fine card. Of course it's slightly underwhelming, it's White card draw. When you compare it to the Red counterpart, the other color that should be getting underwhelming card draw, this compares quite favorably.
Which honestly kinda pisses me off on how bad the Red one is. But hey, at least Red can goad and have melee? Meh.

I see that it mainly gets play in pauper format and with the Ox being used as an alternative I'm still confused. Would it be people buying it in hopes that conspiracy gets played online? Or is it that is the only way to get the card in the first place like the Ash Barrens that is another $5 card.

Palace Sentinels appears to only be available online through Treasure Chests. I don't know what that means, but likely it has a low print count compared to the number of people playing pauper. It provides a unique effect that is very powerful in the right deck/matchup.
