It can also remove some tap abilities being essentially instant speed (for example SFM being only creature you control) for all the relevance of that particular interaction
In decks that can run it Tezzeret the Schemer has even more upside and none of the downsides. Well, ok, Tez can be killed by creatures, but other than that.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I feel like it's only not an upside in multiplayer. Otherwise, anything that says your opponent has to attack you is A) Neutral: they were going to anyway or B) Advantageous: they cannot attack profitably.
Dammit Wizards!! They just KEEP printing cards that fit my dream EDH deck but they won't print my dream Mardu commander that forces creatures to attack and punishes players for attacking.
I think some people have been a little harsh in their criticisms, but they are right: In 2 player, there is no drawback. In fact, the first clause is likely the main benefit of the card. It takes away control from your opponent.
An opponent will attack anyway if it is a good idea. But this makes them attack when it's a mistake to do so. It's really useful and so controlling that this card could almost be white. (or R/W hybrid without blinking). I think this is the most useful effect of the card: The slow trickle of mana is not really a huge red strategy and may not be fast enough to earn a slot as ramp.
However, in multiplayer, this card is worse. Unless you've set a massive death trap up, you're going totlimit your opponents' ability to deal with each other, which means you can't use them against each other as effectively.
I'm glad people have realized that this card is all-upside in 1v1.
Now, I think people are even being a little too harsh on it in multiplayer. It's definitely not the kind of card you auto-include in any kind of deck (not even Zedruu the Greathearted). But it IS an exciting political card, and if you can work the politics of the situation to your benefit, it could be very powerful. When you lob this kind of grenade into a multiplayer game, it's hard to predict where the shrapnel will fly (I mean, besides at you). But you could, for example, significantly weaken a Voltron player's ability to pick off weaker opponents with this. That's just off the top of my head.
This can create a lot of chaos, and if you can survive it, you will almost certainly have a stronger multiplayer board position for having played it. Hardly a thing I'd dismiss outright.
Its good to point out that the attack-clause is all upside in a 1v1, but in terms of playability, it needs to be pointed out how weak an effect it is. Forcing your opponent to attack you with just one creature per turn minimum, after expending 4 cmc and a card on an enchantment with no board impact- its a bad recipe. The taunting effect is useless when you're behind on board position and often win-moar if you're ahead, and at best it shines in stalemates. But if I'm in an uneasy stalled board, I'm not sure tapping out for some awakening zone derivative is a good play- at least that card gave you more bodies for combat math instead of just pushing the peas around on the plate like this.
I liked this better when I thought it was 2R. As it is, I think I still want to replace Curse of the Nightly Hunt with this in my cube because red needs more ramp and I want to support Bringer of the Red Dawn as a finisher.
But yeah, at 2R, this would have been an amazing mana rock.
Are there seriously people out there who think that forcing your opponent to attack you in a 1v1 match is a drawback? You guys are referring to multiplayer matches...right?
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
Something tells me this was a leftover (or inspiration) when Monarch was "moved" from Ixalan to Conspiracy 2 (Yes I know Monarchy switches controllers and this doesn't, but this forces combat the way Monarch encourages it so its similar to some degree (the treasure trove flavor definitely is a similarity), plus I think they didn't want this card to be back-and-forth all the time in Limited and maybe Standard with that end-of-turn ability).
Well, if you have No Mercy/Dread it does amount to "take damage, then destroy a creature" a lot of times, so there's that...
Disclaimer I usually talk about cards in multiplayer EDH context, I do recognize its arguably even doubly advantageous in 1v1 (if you have a stronger board).
Okay...there was no real reason for that post on a now-dead topic so locktime.

Might as well throw in Powerstone Minefield & Master Warcraft, then add Humility and Aurification. If you're in black throw in No Mercy & Death Pits of Rath. Blue can add Dissipation Field, Polymorphist's Jest, perhaps even Mirrorweave and Dovescape.
Then if you are in the mood for some coin flipping fun, you could always try Impulsive Maneuvers and Krark's Thumb.

I'd play this WITHOUT the Treasure!
If you're NOT attacking me, something is wrong.
But yeah, at 2R, this would have been an amazing mana rock.
