Is it really? You just switch this and someone's land to a basic, but then you ramp rest of the table. Isn't that bad?
Diplomacy, gain a free turn of immunity from the players 3 and 4 as you let them gain a land and blow up player 2's Maze of Ith leaving that player wide open.
Well, I think it is a very nice card. It is basically wasteland for decks that aint aiming for real land destruction, but still wants outs to nasty non-basics. Note though, that many decks that play wasteland does typically hope that a little bit of land destruction will slow their oppeont down - a role that this card does not serve. There is ofcouse also the difference in mana cost which makes most of the argument void.

From the Commmander/EDH view, I would also throw out to the collective audience that depending on opponents deck construction they may not have that many basic lands to search for. Gods know I've played games where ghost quarter becomes a strip mine on a player because they're playing a greedy 4 or 5 color mana base.
The symmetry of the effect is interesting in EDH where everyone gets a land - even if they didn't use this or lose a land to it. I like the forced choice there.
The real trade off for ramping everyone else is that you're not losing a land yourself while getting rid of a problematic land.
If you have knowledge about the amount of basics your opponents are playing because you play with them on the regular this can be a very onesided effect in the correct games.
Very intriguing... could very well see Modern play as a replacement to Ghost Quarter in some decks, although others might do better without the mana payment. Pay for the effect, or go down a land? Interesting deck design choice.
Take care of an annoying nonbasic and help move the game along for everyone? This is great.
You're not moving the game along for everyone. You're leaving the opponent you target with this relatively neutral, ramping and giving card advantage to the players not targeted with this, and leaving yourself card neutral and down tempo. It's a pretty big card and tempo swing to the players you don't target.
I disagree
While the first thing i want to do is nuke that gaea's crade, the last thing i want to do is ramp everyone else to do it.
Ill stick with strip mine, wasteland, dust bowl, tectonic edge, and even ghost quarter before this

Well, I guess I'll play it in Emperor, at least. Flankers would definitely like this.
Initially, I was excited about this thinking I can target some of my own hard to control lands if they get out of control and to fetch a minor color basic out of my deck. But after reading it a little more carefully, it's ho-hum.
It workable, but I don't really have space in any deck to insert it over say Ghost Quarter and it doesn't help against Blood Moon. I'm sure it's useful, I just can't think of one right now. I'll grab a set just in case.

This seems like a high draft pick too, since there are so many transform lands that can take over the game.

If you are taking out a player's Cabal Coffers or Gaea's Cradle, then it seems like a reasonable trade off to me.
Seems like a very nice variant of the Ghost Quarter type affect to be honest.

Modern Deck:

But between Strip Mine, Wasteland, Ghost Quarter and Tectonic Edge I don't think most decks are starved for answers for powerful lands.

That's correct
But take out a nasty non-Basic land a opponent controls is a fair trade
As a matter of fact the players can deal with the opponent who owned the land.

It would've had value along with Settle the Wreckage, but it has even more now.

And as mentioned above with Aven Mindcensor in standard, any hatebear/prison-based Commander deck can mitigate giving players extra lands. Heck, Ob Nixilis, the Fallen and Ob Nixilis, Unshackled actively LOVE this card. Not to Mention Omnath, Locus of Rage, and Titania, Protector of Argoth.
