Well the worst mode is a 2/4 for 2G and that's useful in Limited. People were saying the Mer need more tools to catch up to the Vamps and this is one possibility.
Make it a 0/2 for 1G then we'd be talking and limited would be able to deal with it. Got to push these tribes a little more.
I think Dinos and Pirates seem pretty pushed, relative to Merfolk anyhow. But considering that Merfolk is already a meta deck in both Modern and Legacy, I'm not surprised they played it so safe.
I AM surprised that Vampires got so many goodies right on the heels of the Edgar Markov commander deck's release.

Tribal vampire fun after a tribal vampire EDH deck release in a casual format that WOTC doesn't police and therefore can make profit from without ramifications to them? Seems pretty business savvy to me. This was undoubtedly planned to help maximize profits. Edgar sells like hotcakes on release, then Ixalan sells to further boost Edgar decks, and people who get spicy Ixalan vamps that didn't already have it buy Edgar decks. It's a circular loop of profit!

We're getting a bona fide tribal set for the first time since Lorwyn / Morningtide, it appears to be 10x more competently-executed than Lorwyn / Morningtide, and it features one of the most popular and historically most powerful tribes in the game of Magic.

I know, I know. I get it. I'm not normally salty about these things, but it feels like watching your buddy fight John Cena just because they couldn't find anyone else for Cena to fight. You're happy to see your buddy, but its a little painful to watch him get dumpstered. If they had to put someone on Ixalan to get beat on by pirates and dinos, why'd it have to be the fish? I guess I know why the elves chose to sit this plane out, at least.
Curves quite nicely into River Sneak. Gonna be hard in limited but maybe there is a UG Merfolk Aggro deck out there. Maybe this set Dino's and Pirates get the most support and Merfolk and Vampires get just a little support but next set we switch. Either way, I like the card.

I loooved Lorwyn/Morningtide. I don't touch standard and I didn't play limited at the time but the cards were powerful and the fairy tale vibe was great

I also loooved Lorwyn/Morningtide from a creative standpoint, and I think it's a travesty that we haven't revisited the plane.
But I think, from a gameplay standpoint, there's a good reason Lorwyn tribal is considered a low-water mark. It pretty much defines the idea of "analysis paralysis" and overly-complicated board states.
Curves quite nicely into River Sneak. Gonna be hard in limited but maybe there is a UG Merfolk Aggro deck out there. Maybe this set Dino's and Pirates get the most support and Merfolk and Vampires get just a little support but next set we switch. Either way, I like the card.
And the equipment flip card is quite a nice t4 play on a River Sneak, too... I'm still waiting for a Bounding Krasis effect for Merfolk somewhere in here... they look like they're supposed to be tempo-fueled midrange, but I'm not seeing much specifically for them.
