Stealing ending phase is probably usually pointless?
Stealing combat could be ok depending on what's going on, but unless you have vigilance it's probably just a bad fog.
Stealing beginning seems like the best option. Trigger your contraptions AND stealing their draw, effectively makes this mulldrifter -flying +any upkeep triggers either play has.
So if Clocknapper steals the beginning phase, you get to untap and draw instead of them? That seems really powerful. Only in pretty fringe cases would you want to steal a different phase (well, combat if they're about to kill you).
Keep in mind that stealing a main phase basically gives everything in your hand flash during that phase, including lands (maybe?). Not as good as the beginning phase after spending 5 mana for this, but hardly useless.
By the way, this card gives you a really easy way to lock your opponent out of the game with a little flicker.
Considering it prevents them from casting at sorcery speed/playing a land during that main phase and lets you cast with slightly bad flash, I'd rate it only a little worse than taking combat in most situations.

I'd say much worse than "slightly bad flash". Besides rare corner cases, when is it going to be better to cast something during their first main instead of just your second main? The whole reason flash is great is to cast during combat or (to a much lesser extent) eot. I guess if you take their second main then you can get close to the eot benefit, but unless permission decks are common that doesn't seem all that crucial, and you're paying 5 for a 2/2, so it seems like if you wanted to keep up tricks you'd be better off just playing something cheaper.
At the very least, it seems very very unlikely that it'd ever be better than stealing a draw from them. Whereas stealing combat might be necessary if you're dead on board, even if it's not great from a value perspective.
The flavor text on Nanny is one of my favorites ever.

rather than the infinitely more common inverse of that).

The beginning phase is comprised of the Untap Step, the Upkeep Step, and the Draw Step.
Lol not sure why that didn't occur to me. That actually makes this card totally insane. It's not far off from a cantripping time warp (or maybe more accurately, time stop), and potentially even better if you can cast/activate stuff on your opponents turn after you untap.
I wish that you could steal both main phases, similar to how Fatespinner works. It seems more useful that way. As is, you can't really deny your opponent from playing non-instants on their turn. I guess there's some novelty in playing sorcery speed bounce in their second main. I'm also not sure why you would steal their end phase?
It's not that the other options are bad per se, but in a vacuum they're generally a lot worse than just taking the beginning phase. Especially since without an untap, your opponent may not even have good attacks anyway.

stealing beginning phase makes her baaaasically time warp on a stick. The difference between stealing beginning phase and an extra turn is pretty marginal honestly, like your OP still gets their land drop but that's pretty much it. The raw tempo and card advantage swing is still so powerful you might as well have taken an extra turn. Plus you get the added bonus of being able to choose a different phase in the rare circumstances that another phase is better to steal.

That's obviously more okay in a silver-bordered set,
