Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
If the website's down, a fun way to use him could be to make a pile of cards with every planeswalker printed and shuffle 'em up facedown. Choose a loyalty ability on Urza and flip the top card of the pile to have Urza use the corresponding ability on the flipped planeswalker.
Like If I chose Urza's first ability (his +1) and flip a random Chandra, Pyromaster, Urza users her first ability and deals 1 damage to target player and 1 damage to up to one target creature that player controls. That creature can't block this turn.
It's like Momir Basic for planeswalker abilities!
Not only is this a smart way to do Urza sans internet connection, but now I want this to be how he works - it just randomly gives you a "+" or "0" ability from all printed 'walkers if you +1 him, it randomly grants a minus ability if you -1 him, and it randomly ultimates if you -6 him.
Which means whenever I have Urza in play, I'll have Tibalt. And whenever my opponent has Urza in play, they'll have Nicol Bolas.
Tibalt ult is actually really good though and just ends games.

But to not digress to much.. I think that if a Planeswalker card would be made, they need to make one at a certain timeline, thus making him not 'all powerful' but more a representation of him at that time.. as they did with many planes walkers that where perceived as to powerful... Think Nicol Bolas as example.. (might not be the best example, but you get what I mean I hope..) ^^
I've been waiting for a five color planeswalker (or a really great five color card in general) for my cube, but sadly there is no way this can qualify. I want my cards playable in power outages, desert islands, and whatever else might interrupt the internet, and I certainly don't want people stopping games to go to a website, or even thinking about their smart-phones during a game. In theory, I like that the card has infinite possibilities, but in practice, I'm disappointed that this was their only silver bordered planeswalker.
In terms of Urza-ness, this is totally satisfying to me. It (presumably) does it all.

I guaranteed you some magic players will keep doing it until he gets all abilities from urza and have a paper version of the abilities which determined by dice rolling (and several of us will easily refuse to resist not doing that.)
Or wizards will make a printable versions of the abilities for players who refuse to use their phone for going to the website.
Can you imagine the fine print of the Urza "explanatory" card found in the pack with him (assuming there would be one) that would list all of the abilities? I'm imagining a doublesided fulltext card with a font smaller than that of Ice Cauldron.

I guess it's not just odds. The abilities may change based on the day, as the post implies. It may even consider other variables as usar location or something. It could have different outputs on special dates like Christmas or something.
Mishra was supposed to be just as broken as Urza. If anything, Yawgmoth was more powerful than Urza because he mentally overpowered both Urza and Gerrard; he has also corrupted Mishra, too. Mishra already has a card when he was younger. Maybe the same could be said for Urza? Maybe there will be a flashback set or supplemental set that delves into the history of some cards. Maybe like a neo-Legends where we'd finally get cards for all those epic spells, artifacts, creatures, characters, and planeswalkers that won't ever be printed. WotC already whet my appetite with printing Freyalise; I want the rest of the Nine Titans that sacrificed themselves to rid the Multiverse of Yawgmoth. That way it wouldn't interrupt any storyline and we'd have cards that need to exist. I for sure thought that the first 5C planeswalker card would be Taysir. Hopefully they make a Taysir for each of his colors and once you have them you either win the game or produce the 5-colored Taysir (sort of like Exodia in YuGiOh!).

I'm still disappointed there's no squirrel planeswalker. There was images of ultrapro unstable products which showed a squirrel and a golden nut. So disappointed.
They could also do the same thing they did to nicol bolas, and ugin where they make up some kind of absurd way to bring them back. Bolas magically emerged from rifts, and ugin they went as far to make time travel plot. Honestly anything is possible. Omg Urza's spark has been inside Karn and with everything else combined urza came back to defeat bolas etc.

Please, don't use "broken" as a synonym for "powerful" or "impactful" etc. "Broken" by the very definition is not a state you want something to be in, so saying "*foo* should be broken" just makes sense if you are a saboteur that wants to undermine the game as a whole. All you are inviting is disagreement between people who use the word in the binary sense ("is broken" == "needs fix", "shouldn't be like that") and those that infer your meaning and then also use the term in that way - and inevitably run into people who won't reasonably be able to reference your original statement.
And a powerful character doesn't necessarily need a card that is impactful to the degree of a format-warping card. In-universe power can be reliably reflected in a impactful effect that is accompanied by an adequate cost (e. g. Hour of Devastation seems like a tournament playable card that is not format-warping or in need of banning or similar fixes that represents an impactful story event, same for the accompanying Bolas planeswalker representing a character).
In this context your use of the term "broken" seems ill-advised. I assume you want the game to be "whole" rather than "broken" - which would apply to every card. After all it has been shown that a single card being "broken" can break (or warp) a whole format. Wouldn't you want Urza to be a defining card that is not broken rather than pushing things too far? After all we got oldwaker cards already that represent god-like beings of a similar nature adequately.

Unless WotC goes out of their way to make our lives miserable, someone is going to crawl AskUrza.com and catalogue whatever is there. Hopefully WotC will realize this and let us snag all the abilities in one go or package it up into something a little cleaner to consume.
I think the biggest issue is, based on things MaRo has said about it, they plan to periodically change the pool of abilities available to the card.
Regardless, it would have been nice for them to make an AskUrza app that allowed us to access it offline (app updates could cover changes in the ability pool). There are going to be a lot of annoying cases of people not having internet access for some reason or another that's going to kill this card outright.

I don't know about anyone else, but so far this is looking more and more way to irritate me in a way somewhere near Chaos Orb and Iron Man Magic. Can you imagine if Maro and friends decide to make a black border version. Some huge tournament and the local WiFi decides to crap out? Or your phone battery takes a dump. Or you have to call a judge over to dispute an ability only to have the page reloaded accidentally or otherwise? Or if WotC forgets to renew their DNR?
More than a few people won't resist leeching AskUrza.com on a regular basis and I don't doubt that some will do it in an unfriendly way.
Personally, I think this is a borderline bad idea for a silver border and a dangerously slippery slope if it becomes a black border.. Do us all a favor WotC and make those abilities easily digestible. Your players and servers will thank you.
Vs System had a similar concept with a card version of Bizzaro World and it would change to reflect the core concepts of each set. It would be cool if they do something similar like if Urza was on Tarkir he could give your artifact spells Delve for the turn or something. I know it's a comedy set but I hope they keep the tone of his abilities more black border and powerful. I think that the only thing that would necessarily keep this out of black border is they would have to have a phone with them during tournaments. Maybe in a commander product, they could do something similar.
And the most legendary character in the old era of magic finally gets his card... and it is just a gag card in a gag set. Good way to piss the vorthos community wizards (or maybe not?)

3) How he works is in line with how his characted was ever approached (as a really REALLY special kind of planeswalker)

Since the art was shown by UltraPro, I expected the head to be a Legendary Artifact that somehow ended up on Unstable-world, powering their crazy devices. Definitely not expecting him to be a walker card. If anything, I expected the Cursed Hipster be the planeswalker of Unstable.

Meh. Urza changed a lot and went through a bunch of character development throughout his (mis)adventures. He has been all sorts of color combinations at various points in his life. Unless a card is meant to represent Urza at a specific moment from his life, five color is the way to go.
And I know that one of the books claimed he was primarily white, but I always felt that that was pretty inaccurate. Observing his actions throughout his life, he was clearly far more blue than white, and arguably more red as well.
