Sounds pretty sweet, but with Orzhov Charm in mind, I doubt it has even the slightest chance of getting printed. Of course the charm has to have the greater downside but this one exiles AND is uncounterable AND you gain the life?
unconditional and uncounterable removal is a no no. regardless of how sweet it is. but they did push the envelope with abrupt decay. that said, they do need a good exile card to deal with voice once pillar of flame rotates.

Certainly based off of Disrupting Shoal. The problem is has is the same one the original Shoal has: the cost of your card has to be the same as the opponent's, making it unreliable.
I think you misread this one. It is a leak not a spell burst. They have to pay equal to the exiled card, its nothing having to do with the casting cost of the target spell you wish to counter.
To put it another way, what I was proposing lets you build a free mana leak by discarding a cancel. Or build a free force spike by discarding a delver of secrets.

I support WotC's goal of shaping Modern in favor of diversity.
I ran a thought experiment on my blog Modern in a Nuclear Wasteland
of an extreme case of banning 20 more cards to make sure they get everything, then scaling back where appropriate. WotC seems to be on a slowly build up approach. Both ways probably reach similar end points.
The post Gatecrash metagame is proving to be closer to the endpoint than I estimated, so its very possible that few (if any) more cards need to be banned.

Night's Whisper with an uncolored mana made blue so that it can't be countered (like Supreme Verdict). Since NW is hardly played anyways (compared to Sign in Blood), I don't think it's overpowered.

This is way too good. Compare to Path to Exile: for one more mana, it can't be countered, gets you life, and you don't give your enemy any land. I do think a BW removal spell is a good idea, though.

Things WotC cares about:
-making certain Standard cards can be played in Modern, therefore increasing their value and increasing WotC's profit margin
Things WotC does not care about:
-keeping the ban list as short as possible
-taking chances with an entire format for the benefit of a single card
-catering to play styles that newer players generally don't like and will lose them more players than it will gain
-keeping the meta balanced between archetypes/colors/whatever
-keeping cards on the secondary market cheap (available yes, but not cheap)
-keeping the meta diverse (as long as a single deck doesn't threaten the popularity of the format)
Both options are broken, actually. Either way, it's a strict upgrade to burning wish. Storm would play it as a 4 of.

The random discard clause on the first one makes it unplayable in storm. The storm SB generally is full of anti-hate cards. Assuming the storm player were to move some combination of Pif and kill spells into the sb, the chances of hitting the card you need is still significantly less than the chances of hitting a sb card that has no importance to the game you are currently in.
The second option is certainly playable in storm, and the ability to grab any card and reuse it via PiF is sweet, but the fact that you can never use it before the combo-turn still makes it a worse version of Burning.

You are correct. Your card is very good then, likely just as good as Force itself.

As you said, even if it did 2 damage you'd play it. Even if it cost 3. That card is nearly printable. 2R for 2 dmg with retrace.
