My initial thought when I saw this card is that this card is insane. Against combo decks, such as Ad Nauseam, I can name Lightning Storm. Against Bant Eldrazi, I can name thoughtknot or Reality smasher. Against Death's Shadow, I can name Death's shadow or Liliana of the Veil. Against Scapeshift, I can name valakut. Against UWR, I can name celesnial colonade. I understand this card might be weaker against abrupt decay/ faster aggro decks, but this seems like such an insane sideboard card.
Why is this card not seeing more play? Is the double white a restriction?

Yeah you kind of answered it yourself, its the double white. White is a fairly unattractive color in modern, but the decks that are running enough white are actually running Runed Halo. YOu see it in UW control, pillowfort, RW lockdown...and that's pretty much it. You don't see it often in DnT because they like creature spells, non creature spells are a nonbo.
Does Ad Nauseum no longer run Patrician's Scorn? If they do, this seems pretty bad against them since they are guaranteed to "draw" it.
I have just started playing Esper Control and I play 1 in the Main and 1 in the Side and I enjoy its inclusion. But, it does take a bit to name the right thing in the right situation. Naming Death's Shadow is often right, but then they just beat down with Tasigur or Angler.
Against Eldrazi, Reality Smasher and Though-Knot are good but, again, they have other threats (whichever one you don't name for example).
Naming Valakut against Scapeshift seems to be a pretty good scenario though as I am not sure how much hate that deck has for enchantments.
I just don't think it ends up as a "silver-bullet" often enough to warrant it and really only fits in slower, controlling builds (if even then). Aggro builds don't want to spend a turn casting it and midrange builds have better things to be doing. The double white is probably a concern as well.

1) I think Ad Nauseam was a bad example.
2) I don't expect it to be a silver bullet against Death's Shadow/ Eldrazi, but if I can be guaranteed zero reality/ thoughtknot will be cast (or hit me), that is HUGE.

I can get on board with it against Eldrazi especially. Opposing Colonnade's are good and (as mentioned) Valakut is great. Like I said, I do like the card, but it takes a very specific deck to want this card and that particular style of deck is not all that popular in Modern right now.
So that's basically it; it takes double mana of a "lesser-used" color and the style it fits in doesn't see a ton of play. Maybe if the meta shifts, we will see more Runed Halos out there.
Basically what everyone else said, except i'd like to add that its good but not amazing against a list of deck so you wouldn't bring it in from the board/have it in the board.
