Good morning group. This weekend I decided to start honing in my focus to two formats, EDH for Casual and Modern. I have zero interest in standard for the simple fact that cards rotate out. Although I am still quite wet behind the ears in the world of MTG, I want to have long term goals and that is competition.
The reason for EDH and Modern is I like the fact that I have a wide variety of cards to choose from and not worry about those cards rotating out with the exception of banned cards. I am very aware that Modern will have a higher upfront cost compared to standard, but I would rather invest $$$ into eternal and know my investment will be playable 2 years from now. My goal is to start with a basic version of decks that can be powered up to competitive levels. As I am still learning what my play style is, I would like to start with budget decks, roughly within the 100 rage. From what I have played sofar, I do like token and agro style decks. I purchased my ydris and Mizzix deck to learn more about the spell side of the game.
Looking into the skeleton of the format, I am confused to what makes a Tier_ deck a Tier_ deck. Also, what would be some good "non burn" decks that would be a good starting point to look at, well, their non-tuned versions.
When it comes to the competitive level, do the players stick with known decks "soul sisters, WB tokens..etc..." or is it more fluid in builds.
My first bit of advice might seem counterproductive to starting to be competitive, but it will help you stay competitive as the format evolves: invest in shocklands from the Ravnica and Return to Ravnica blocks as well fetchlands from Onslaught, Zendikar, Khans of Tarkir, and Modern Masters 2017 sets. Although full-art basics are nice, you can get by without them; same can be said about shock and fetch expeditions (and by extension foils) from the Battle for Zendikar block. These three categories (fetches, shocks, and basics) will be the foundation of your multicolored lists.
Outside of those lands, I would suggest starting with Elf Tribal if swarming the field is more of your thing and budget is a concern; otherwise affinity might not be a bad place to start. (I don't have links at the moment)
Yup. Shocklands and other fastlands are on my to buy list as they would also be useful in my EDH decks.
I was just listening to Modern Masters and they were talking about the Affinity build. I will look more into it. Elf tribal also sounds like fun. A tribal deck for sure is something that I am interested in too. It also helps that I pulled a Cavern of Souls yesterday too. Not just for modern but EDH '17 decks. Got my eye on the dragon tribal deck.
Tolarian Community College is a youtube channel that has maybe a dozen or so modern decks explained thoroughly, both budget and non-budget builds. If you want to try a combo deck, which is a rare thing in standard, you can play storm for just a couple hundred bucks if you make a few minor concessions in the manabase. Besides that I agree with the previous comment: invest in land, real estate is king, bud.
Bluetron, I'm quite familiar with the professor as I have watched many of his review, and even some of his lore videos. I was not aware that he did Modern videos and low and behold, he has a video on an elves deck. https://www.youtube.com/watch?v=TIQXfZiYJzE
The elves deck is a strong possibility for me. I have not played mono green before as a tend to lean towards black as a primary choice, but green has been one I have intent to learn. Blue tends to be a bit tough for me.
After doing some more homework on what deck I want to play, I have decided to start my modern adventure with the coco elves deck. Start monogreen and tune from there with adventuring into another secondary colorset.

Thanks in advance.
