Since Rotation I get access to Fleet Swallower, but conversely I lose a seriously strong card - Grasp of Darkness. Losing an instant speed kill spell cripples the deck somewhat.
The aim is to stall for as long as possible, and mainly wait until you draw a Yahenni's Expertise in order to cast Fraying Sanity for free. The tempo loss from dropping 3 mana on the enchantment is pretty severe. You then win with Fleet Swallower solo or a concoction of Mill Bill and Ipnu Rivulet. Unfortunately the lack of instant speed removal in the 2CMC slot is a bit of a pain. Walk the Plank is the only option atm.
So far I've gone 2-2 at an FNM, but frequently miss out on wins because the game goes on for ages and I never quite get close enough to eke out a win (This was when Startled Awake was my main wincon). I've tried lists with Winds of Rebuke etc but they just don't work.
Christ Fleet Swallower is an attrocious card. Even by delaying the games to turn 15+ I either don't have the mana or it simply drops waaaay too late. Hilariously I actually won a few games with the mill wincon without ever drawing it. I drew into 3 Mill Bills, three Yahenni's Expertise' and used them to cast 3 Fraying Sanitys for free. That plus Ipnu Rivulet was enough to win me a game. Walk the Plank is an absolute all star. New list is as follows:
So my new out is just a mixture of boardwipes. Doomfall is in the side to deal with Carnage Tyrant. Torment of Hailfire hits both the board and the opponent's hand. I'd ideally want to cast it for 6cmc to sac 4 permanents/12 damage. The whole goal of this deck is to just delay your opponents everything until you can wittle them down. Aether Meltdown works wonders against energy decks and glorybringers, and synergises well with Bill. This does remarkably well against Energy decks.
It's more useful than Fleet Swallower, I'd only play it for 6cmc for best effect, and in any case if I resolved two of those my opponent would either be dead or have zero board. If anyone killed Bill, I still get Fraying Sanity triggers from counterspells, boardwipes and discard. That means Yahenni's Expertise, Essence Scatter, Ipnu Rivulet and Torment of Hailfire all cause things to enter the graveyard, causing the double mill effect.
