If Suenna didn't have a mana cost she would give you the ability to cast creatures like Palinchron and friends infinitely. With one land that produces more than 1 mana its infinite mana as well if it was free. The mana cost on the ability stops it from instantly breaking those cards.
No. Its not a real thing. The amount of cards in M15 and up are only just now reaching the amount in Extended. I built a cube with the cards available and there definitely isn't enough cards for it to overtake modern any time soon.

About this cube
This cube started out as an extended 360 peasant cube encompassing Innistrad to Magic Origins. The idea was to be a callback to the old Extended, the Three Block Paradigm, Core Sets and also covered my Magic career up to that point. However I realized a few things. I didn't like the static nature of the cube, and the lack of power was less exciting. So I decided to try an Extended rotation using the new Two-Block paradigm instead without any other restrictions. I realized that was too volatile for me to handle, but I wanted to have something that made my cube a bit different.
Fast forward a year or so, I joined the Air Force and cube building went on the back burner until a bit after Kaladesh was announced. I decided to see where the Two-Block Extended cube would have been when Kaladesh was released. Then I noticed something. Journey to Nyx was the only set that didn't have the same card frame. What also is restricted by card frame? Modern. So why not a "new modern"? Hence "Neo-Modern". Once Kaladesh spoilers were over I went to work. But like the Extended Cube I found myself scrapping the bottom of the barrel to fill slots. If I wanted to keep my current theme and 360 my only option was to wait until more sets came out. But then I stumbled upon "Micro Cubing". Since I joined the Air Force I haven't had the luxury of being able to easy gather together 8 people. So I decided to prioritize power over size and cut the cube in half.
I am quite pleased with the results even with such a small card pool. In the future this cube will probably slowly work its way back to 360 as the card pool gets larger and I find more players, but for now this size fits my current situation. This is only its first draft though. I'm sure there are quire a few cards I've overlooked. I'm posting this here to get some advice from more experienced cubists so I don't have to learn too much more the hard way.
Why "Neo-Modern"?
Lowering the card pool to just post-M15 cards has some pros and cons:
Pros
Its significantly more budget friendly to have an optimal cube. (*cough*Tarmogoyf*cough)
Other than that, you can play stuff like Whitemane Lion into Dust Elemental into Ranger of Eos for repeatable and varied creature tutoring (available completely on monoW!).
Not sure how you play intoDust Elemental? Maybe I'm missing something...
I assumed he meant that it plays well with Dust Elemental. Kind of like how it plays well with Reveillark. IF you happen to have that piece in your hand you can start that loop.
Is that the effing Phyrexian symbol on the card?!?
Close. But not quite. The middle line has a break and I see lines on the side. None of which are present on the Phyrexian symbol, which is literally just a circle with a line through it and nothing else.
When you say "voltron", do you mean a deck with a lot of equipment in it? I was considering Maelstrom Wanderer, but I thought it's casting cost would prevent it from being too much of an aggro option.
Firstly, equipment yes is typically the traditional way. Though he's mentioning pump spells (Titan's Strength) since they're cheaper and there are many which have cantrips attached so you basically start netting card advantage with Jori En.
Secondly. Green. Maelstrom Wanderer isn't so prohibitive when you have the best ramp color. Which is why he's popular. Cast him, get two 6 cmc fatties, beat face. The best thing about Wanderer is the fact that you are 100% fine with him going back to the command zone since you get to double cascade again.
You could try to do just UR with a beatdown Niv-Mizzet, Dracogenius, an aggro version of Jori-En, Ruin Diver, or Tibor and Lumia flying tribal I guess (kind of reaching here, many UR commanders don't really lend themselves to aggro to well... they kind of sit back and draw cards or want you to spellsling like crazy). But I think those would probably do much worse than the tri-color choices.
Yes. This can instantly win you the game. But this requires set up to get there. Season's End is powerful by you just naturally playing magic.
I'll windmill slam both into my EDH decks that support them that's for sure. Fixed Victimize with upside wins games. Super Restock is stupid good value.
By the way it looks like Izzet is going to give you problems. Looking at the tribes you have 3 realistic choices.
1. Whichever you choose Wizards
2. Niv-Mizzet Dragons
3. Jhoira/Tibor and Lumia Humans
The rest have aren't very deep (unless you're playing Mizzix goblins for some strange reason) and outside of the commander you might have 1 nonblue card.
If you want to be different I'd recommend Tibor and Lumia Humans. Theres a large pool and enough tribal cards to just maybe work. (But an earlier post mentioned Jeskai Humans, which would definitely be a much stronger choice)
The demon is crap compared to Abyssal Persecutor, the apex black beatdown card.
Sure it doesn't have near the damage output by itself. But this card has much more synergy with other undercosted beatdown cards. Plus you can have multiples on the field. Having multiples is quite good. If your opponent starts messing with your grave you just drop another one and go back to town (if they completely exile your grave then hopefully you have a cheap spell or self mill card in hand).
But if you can't refill your grave Mindbreaker Demon is pretty bad. But I don't think thats too hard to do honestly.
I could possibly see it in some sort of BGx deck with Goyf and Tasigur as it fuels both of them.
Can you play a Windswept Heath if you're only playing UG?
You can play any fetch. If it doesn't have a mana symbol on the card somewhere outside of reminder text then it can be played in any deck. (ex. white extort cards can be played in mono white, because the W/B symbol is in reminder text)
I would personally recommend sticking with Ezuri. He's quite easy to build around and his ability is pretty easy to abuse. Go pick up a Sage of Hours ASAP
Maybe some sort of Season's Past, Mizzix's Mastery, Past In Flames sort of package could be good along with other regrowth effects.
Also if the new Taigam hasn't been said, he would be amazing in this deck.

Jeskai has Narset, Enlightened Master, Shu Yun, the Silent Tempest and Ruhan of the Fomori so Jeskai is a good color combo for Voltron.
Grixis is suprisingly plentiful in the beatdown department. Marchesa, the Black Rose and Sedris, the Traitor King for aggro or Thraximundar and the classic Nicol Bolas for just outright commander damage. If you're feeling a bit crazy Lord of Tresserhorn is there too.

Its going to come down to the playgroup honestly. If your meta is slower and doesn't wipe the board that often, I would probably test it.
