I wonder if Evolutionary Leap is worth a couple of maindeck slots as a card advantage source and a sac'-outlet for Hangarback.
Sac'ing Nissa plant-tokens to it seems good as well.
I'm very curious to know why Rally of Wings is in both of your lists, I have no experience with the card and I wonder if interaction would be more appropriate in that slot, like Declaration in Stone, Spell Pierce..., stuff like that.
Rally is probably the strongest payoff (even more than Winds) for playing an all-flyers deck and has several uses:
1. A pseudo Overrun to close out games quicker.
2. A combat trick to untap all your creatures during an opponent's attack and create unfavorable blocks, basically a removal option of sorts.
3. Protection from damage/toughness sweepers.
Port Town seems like a worse Glacial Fortress for the most part and doesn't seem consistent enough as an untapped mana source. Prairie Stream is another land I considered but dismissed as being too slow so with 32x creatures I decided to go with Unclaimed Territory.
Thalia's Lieutenant can also be considered as the deck is probably humans'-centric as well.
Benalish Marshal is a decent lord for the deck but would require skewing the manabase heavily towards white.
It works well with Worthy Knight as it will buff the human tokens as well.
Another card which should be pretty good in Spirits is Curious Obsession, might be worth playing over Winged Words as a more proactive card draw option.
I wouldn't play Gearhulk over more copies of Verdict.
Another wrath option to consider can be Settle the Wreckage for the instant speed surprise factor and exiling.
With 8x 1-mana removal spells (Path and On Thin Ice) I wouldn't worry about Thalia too much to be honest.
I've tested Ojutai for a while and it is often hard to attack with it for fear of removal (which the opponent has no real targets for otherwise) and tapping out for it always seemed risky.
If Teferi is too expensive you should try out Jace for the card advantage option.
I like to bring the Gideons when I need to be more proactive (like against some combo decks) but since BG/x got Assassin's Trophy PW's aren't as effective against them as they used to be unless you protect them with counters right away.
I generally find Infect to be more of a hit & miss strategy and this is amplified on a budget when not playing the most optimized version.
Elves is the more consistent and harder to disrupt deck imho.
Pioneer (29x sets) is much larger than any Standard so I don't think that it really applies here.
It has evasion and can help go wide with tokens.
Some more possible anthems for the deck can be:
Radiant Destiny and Always Watching.
It seems a bit weak as mostly a 2/2 for 2 (besides Scales/Constrictor bonuses).
What about Sparring Construct (the Arcbound Worker replacement) instead as another 1-drop ?
Or Chief of the Foundry as an artifact lord.
Rishkar, Peema Renegade was good in the Standard Constrictor decks and might be good here as well.

Torrential Gearhulk and Angel of Grace since you don't need to tap out for them on your turn.
Azor, the Lawbringer is also interesting but not sure if it is actually better than Dragonlord Ojutai.

Archmage's Charm can be hard to cast though Arcum's Astrolabe helps mana fix for it.
The card is very good and worth playing as a budget Cryptic Command of sorts which functions differently.
