Card Rulings
4/27/2018 If the target creature is an illegal target by the time Settle the Score tries to resolve, the spell doesn’t resolve. You won’t put loyalty counters on a planeswalker.
4/27/2018 Both loyalty counters must be put onto the same planeswalker.
4/27/2018 You don’t choose which planeswalker receives loyalty counters until Settle the Score resolves. If you don’t control a planeswalker, you’ll simply exile the target creature and not put loyalty counters on anything.
With no ramp tricks:
T4 Chandra, Torch of Defiance. Either +1. The RR mode could be what buys your removal spell for whatever might be threatening Chandra.
T5 Settle The Score something. -7, Ultimate Chandra.
Seems plausible enough, and that's more or less a free win that early in the game. With ramp it becomes rather degenerate. T3 Ultimate is hard to pull off, but possible with Mox Amber and Llanowar Elves.
What about Liliana of the veil: turn 3 +1 each discard. Turn 4 this card. Nd u can -6 her ultimate on turn 4. Maybe modern?
