For how limited it is, it's a tiny bit underwhelming at 3 mana. Compare Eladamri's Call at 2; this could have cost RR and it would have been just fine. 1R is pushing it a bit though.

Eladamri's Call is $7 rare in a really creature-tutory color. This is un uncommon tutor in a hardly-any-tutors color. Pretty sick imHo.

You must consider the fact that this is red. I have been out of the loop for a few sets but unless powercreep has gotten drastic red does not get tutoring, outside of random ones like gamble. Being able to pull out your power piece at instant speed is very reasonably priced for 3 mana.
