Actually you don't even need to build around it, it's just a great combat trick that allows you to trade up and replace a small creature with a 3/2. I think it's good enough for standard.

I don't know about standard, but i definately like it for limited. Red tricks have always suffered because of their low or complete lack of toughness boost (e.g. adreneline rush) which meant that might still get two-for-one and worse even if the spell was, say, a cantrip, you'd loose board presence. This actually allows you to maintain (occasionally improve) your board while keeping mana up for another creature. example turn 3 attack you 2/1 into their 1/3 cast this. then play a 2/1 for 2 ending the turn with a 2/1 + 3/2 against their empty board. Which is solid pressure going into their 3rd/4th turn.
