Snappy in spell form

This isn't Snapcaster Mage, but it's not objectively worse. Sure, it loses the 2/1 body, but having Surveil 2 tacked on might make up for that. Probably the Money Card #2 in the set.

Snapcaster could stand on his own regardless of the quality of the spell in the graveyard.

I could see this being strong with the new 2 damage counterspell in a tempo style blue red deck.

I wouldn't count on it. I'd even say the double blue would kill it, but perhaps there's a Sanity Grinding deck that wants this.

Essentially, the difference between leaving behind a body and surveil is -1 card advantage in comparison. That doesn't make it a fair replacement, even though it would seem to do the same thing. The 2/1 often nets you an extra card and perhaps some damage to the opponent.

Seems pretty strong. Instant speed with an added benefit in the form of Surveil means this is a lot more competitive than the last iteration of this effect. It's not on par with Snapcaster, but the fact that it's even being mentioned alongside it is promising. Pretty bad if the opp has Rest In Peace or something similar out, but at least you can still Surveil.

Does it allow for Sorcery to be cast at instant speed?

No. It just lets you cast the card this turn. You still have to follow that spell's timing and pay its costs.
