Might see play in UR Control. Tapping out on 4 is rough, but less so if you can follow up with Hour of Devastation for whatever sneaks past your counterspells. Torrential Gearhulk will net you 2/3 of the transform. Or you can run Jeskai for a cheesy Opt > Failure > Opt.

Or! Greenbelt Rampager gets the job done by itself!

The real question here: Is a reusable Bolt for three really better than drawing a card for free?

Who's gonna have three 1-2 drops laying around on turn 5?

I was hoping this would slot into Ramunap Red, but at 3R it's competing with Hazoret and Chandra. Also by the time you play this, you will be out of cheap spells. It's possible it could fit into a control shell with blue, but then you are stuck with trying to cast things during your own turn, unless you just hope to ignore the few cards exiled and flip it soon.

Just remember you're seeing an extra card each upkeep. You probably don't have two lands on the top of your deck if you're red. Having your finisher dig for bolts isn't necessarily bad, if you have a spell or 2 in hand...
