This is interesting. As far as red spells that make copies of your other spells, this is cheaper than normal (assuming you Foretell). With this type of card, cheaper is a huge benefit. On the other hand, the 4 or less CMC is a pretty big drawback. A drawback that probably overrides the value gained by the lower cost.
