So we get evasion, card advantage, and tribal pump on a reasonably sized and costed (voltron) general who also appears in a standard environment where merfolk can curve pretty well and another merfolk legend can protect against kill spells...

Am I missing something here?

Ultimately his pump is pretty weak, tap 5 merfolk?..expensive. Unless you're putting down 5 in a turn I don't see doing this often (unless in a literal mirror match). His draw is better at only 3 merfolk, so I guess you're forced into tempo for value? His best ability is his unblockable tap another merfolk. In standard he seems playable but not great, and seems unplayable in modern (will probably get tested but ultimately fall off).
Unfortunately I think he'll see play because there's no great 3 drop merfolk in standard (not because of his "power level"), Kopala is vastly underwhelming in how bad spot removal is in standard.
But hey, at least he's a 2/4, about time we got a big butt on a 3 drop lord

Abilities that don't require mana are always worth a second look for combo potential.
