"Bastard games" are best left to IRC Mafia, where players have a relatively small amount of time and energy invested into a game's result. Such games tend to lead to dissatisfaction when they drag on for months, only to end abruptly and unpleasantly.
I've played in far too many bastard games that were poorly balanced to enjoy them as thoroughly as I could. (S'why I started offering to review setups on Colo.) However, I ran a really fun one where there were 2 town, 1 SK, and 9 mafia, and the mafia all had power roles (except the Goon, who carried out the Nightkill until they were dead, then anyone could kill) and didn't know who each other were. The town and the SK were all superpowered to make up for the highly-powered (though lacking coordination) mafia. It was actually a really funny game because no one knew what the hell was going on until like Day 3 or 4, and then everyone was like, "OH YEAH. YEAH. I'M TOTALLY MAFIA GUYS. I'M ONE OF YOU." I can link you guys to the game if you want.

I'm curious what the interest level would be in a rather gimmicky game of mafia where no one knows whether they are town or scum, but rather have to make assumptions based on probability updating. Specifically, a game with a large number of potential setups all equally likely (say 100 or 200 different setups, not necessarily all different), and where the town and scum have to figure out who is who, as well as try to win the game.

Every once in a while people get all excited about the idea of bastard games. Then we have a couple (see: Doha, Annorax's Bastard Mafia) and everyone resolves to never play in one again.

The game is not being dumbed down. Control is doing fine; Draw-Go is not the only kind of control. Aggro is doing fine; Red Deck Wins is not the only kind of aggro. There's no original ideas anymore Take it from me, interesting as a thought experiment, not as fun as a game when put into practice.
I'd hate to say I told you so, but I'd be lying.
I suppose it's good that the game was attempted simply so people who want to implement something similar in the future have a basis from which to improve (or realize that the idea is extremely awkward and avoid it altogether).
It's important for potential Mafia game designers to realize that "splashy and cool" does not necessarily translate to "good gameplay." Yet another reason we require the use of reviewers.
In fact my Eeveelution Mafia could only be considered similar to one other game on this site and even then it is completely different and an unique experience from that.

If you're town and I'm mafia, you've already lost. You just don't know it yet.
Agree. There is a lot of design space left. Even ideas that sound very similar can go in very different directions. I was a bit worried recently when I volunteered to review a game for someone, and the one-paragraph writeup made it sound very much like a game I had in the works, but they actually were not that much alike at all. Still a lot of chance to make unique games.
I'd like to think I'll be bringing some new ideas to the table with some of my games, even if they contain ideas that have already been brushed on before.
I think my FTQ submission (if it goes through this time; doubt it, since zindabad is my competition ) will be interesting for sure.

The following may never be used in a Normal game without permission from a council member.
1. A player on the replace list with a role.
2. A player not listed in the game that has an effect on the game.
3. A role with no feasible win condition. (A neutral that cannot win with town or mafia, and has no kills, for example.)
4. A role that may VOTE after death. Please confirm any post-death abilities with a reviewer even if they are not vote-related.
5. The mod having a role.
These are generally metagame roles, which have been restricted due to unplayability, infeasibility, or the fact that the average normal game should not require its players to expect such twists that they might from a Specialty game.
If you're running afoul of any of those, it's a Specialty. If you aren't sure if you're running afoul of them and find yourself trying to justify why it might still be a Normal mentally... it's still a Specialty.
Beyond that, it's mostly just a matter of complexity. Specialties are more complex. If you have no vanillas, it's likely Specialty. If there is a central mechanic that significantly modifies the game, it's likely Specialty. If there are roles in the game that make what is going on difficult to understand to the rest of the players, it's likely Specialty. Anything that doesn't cross that threshold is Normal by default.
Alright. I know that I am not running afoul of any of those restrictions, but there will be mechanics that, while consistent with the guidelines you quoted for being a normal game, still aren't exactly "expected". Two major mechanics of the game that I am working are alternate win conditions for the majority of players (as in, a town-aligned player that can win independently of the town, as well as with the town) and players having differing number of votes required to lynch them (in the sense that one player might require 2 extra votes to lynch them, while another might require three fewer).
I'm not sure whether the setup crosses that threshold or not, which is why I ask.

The second mechanic doesn't seem that bad - while it will affect gameplay, it's easy enough to grok in broad strokes. The first one, though, probably puts it in Specialty territory. A guy or two with an alternate or additional WC can just be part of the game. When the players know that even the person they firmly believe is on the same side as them may screw them over at any time because their role requires it... that's too much of a twist for a Normal. Might be acceptable as Normal if it was an open setup in that regard, where all of the AWCs are known to all players up front, but I think it would be better to stick with Specialty.

I personally like Neutrals in games. It gives the game a certain aspect that I find challenging. If you want a good example of Neutral's in a Mini, then you might want to look up Wuffles_II's Vampire Mafia. However, the three SK's in that game worked more as a team than for themselves.
I need a reviewer, a co-mod, someone to parse some written-on-napkin text into intelligible role PMs, and someone to help me make gimmick accounts. Lots and lots of gimmick accounts...
The sign on the door read A.R. Nayes - Privates Eye. The "s" was scrawled in wavy pencil marks. The lamp in the hall flickered and hummed like a firefly on the edge of a climax that never quite arrived. The building super had tidied the hall by sweeping the trash into a single corner. The sign on the outside of the building declared it to be the property of a one MTGS Corporation - "Building a Better Tomorrow". Someone had embellished the ad with a grinning skull.
It was a bad place for a dame like Lauren, just turned sixteen. Pretty, though a bit pale, in a bleached out sort of platinum blonde way. Definitely not her neighborhood. But here she was. She beat on the door like she was trying to force her hand through.
The door was opened by a one Axel Roddinger, a hard luck character if you ever saw one, with a face that looked like a freight train had run over it and invited all its friends.
"Mr. Nayes?"
"Look, girlie, it's close to midnight. The term business hours ring any bells for ya?" He moved to slam the door in her face.
"Mister Nayes!" She interjected a foot in the door. "My business can't wait for morning. And I can pay. Handsomely."
Axel eyed her suspiciously. "We deal in cash here, Miss. Cash only."
She raised her chin defensively. "You'll get your cash. Now, do you want the case - or don't you?"

I have never played in an Azrael game. Are they as mind-bogglingly amazing as everyone makes it out to be? Or is it like a Seppel game, where everyone gets excited for them, but you leave them feeling like a tissue under Seppel's bed?

I think you should stop saying this, last Seppel game was certainly not one of his best works but knowing the whole setup it's certainly above average. It's like what someone said about Xyre's Ozone "while not on par with his other games it's certainly a good game". If you are curious about Seppel best works go check "Cyan's impossible mafia", "Avatar" and "Social Engineering mafia". Three EXCELLENT games imho.
