That's the $64,000 question! Hopefully I will answer that question as design progresses. I obviously have some ideas, otherwise I wouldn't have started the thread...
actually, i'm more interested in the timeline and the characters. which era? post-time spiral? all new characters? which planeswalkers? which continent? etc.
Post-Time-Spiral.
All-new (or mostly all-new) characters.
Don't know about planeswalkers. Not necessarily the obvious ones.
So... only... partially-snow? Like snow as a faction theme?
Bingo. The block will have two major factions, like Scars of Mirrodin block. One is the snow faction. One is not the snow faction.
Unlike Scars of Mirrodin block, neither faction is clearly good or evil. But only one of them is right. And if the wrong faction wins, Dominaria's next apocalypse will be its last.
THE COALITION
Jamuraa ● Spice Isles ● Otaria ● Shiv ● The Domains
Dominaria Reborn
Dominaria stands at the Nexus of the Multiverse, a crossroads through which every planeswalker must travel. Threads of mana that weave the many worlds together run through Dominaria as through the eye of a cosmic needle. Dominaria's position of supreme importance is also one of extreme peril. Cataclysm after cataclysm has shaken the plane, nearly destroying the material of time. But Dominaria has persevered against these calamities, and thrived in their aftermath. Now, the Multiverse's central plane stands at the threshold of a rebirth unlike anything the many worlds have ever seen. A new generation of planeswalkers seeks to reestablish Dominaria's ancient rule over the lesser planes, and to shrug off centuries of abasement.
A New Coalition Arises
Long ago, the far-flung peoples of Dominaria united for a common purpose, to resist an invasion that almost brought the Multiverse to its knees. The victory of this unlikely Coalition stood for centuries as Dominaria's greatest triumph, a rallying cry for cultures as diverse as the elf-druids of Llanowar and the nomad-wizards of Shiv. But time ate away at this triumph, and the Coalition vanished from Dominaria's memory. Now, centuries later, new and ambitious planeswalkers from across Dominaria seek to resurrect the Coalition's mighty legacy, and to remake the Multiverse in the image of its great deeds. Five centers of power erupt from the ashes of history: the Awene of Femeref, the Academy at Tolaria West, the Balshan Bay Company, the Ghitu of Shiv, and the Elfhames of Llanowar. Only by working together can these civilizations rise up to reclaim the mantle of planar leadership that is Dominaria's right.
THE KALDARJAR
Jokulgeir (Upper Videnth) ● Terisiare
What Slumbers Beneath
For every great victory won on the shores of Dominaria, a thousand unanswered questions slip into its frigid seas and are forgotten. But some remember: a time before chaos, a time before apocalypse, even a time before the Nexus of power blazed through Dominaria's eldritch lands and thawed the plane from the ice of oblivion. Beneath the great frozen wastes of Dominaria's polar glaciers, remnants of a secret past are stirring - secrets which once drove wizards to madness during Dominaria's great ice age. The heirs to these secrets name themselves the Kaldarjar - warriors of the ice. And these Kaldarjar, infused with uncanny powers, have named the Coalition as Dominaria's greatest enemy.
To Ends Unknown
A new, frozen peninsula called Jokulgeir thrusts out from Dominaria's northern ice. The continent of Terisiare is overcome, as the Kaldarjar storm out from Jokulgeir's frigid spear. With no visible leader, no known history, and no discernible motive, the Kaldarjar seek out places of power on Terisiare - the lands' connections to mana itself - and bury them under an avalanche of snow. The Coalition watches in horror, and is forced to respond. But, the battle lines in this conflict are unclear. Only one thing is certain - Dominaria will never reclaim its place of glory while the Kaldarjar yet seek to cover the plane in eternal winter. What the Coalition intended to be a renaissance is about to become a war.
I will toss you one bone: chronologically, Dominaria block takes place concurrently with Call to Glory block. Speculate away.
That can't work. You said that Call to Glory is 100 years after the Kamigawa Block. Time Spiral is 755 years after the Kamigawa Block. This set is post Time Spiral. And please don't have some weird thing sending Kamigawa forward in time or Dominara back in time. Also, if you manage to get this to work despite that, I want to see new Teferi, Radha, and, Jhoira cards, as well as a card for Jodah.

Yep, I do need to get my dates and times straightened out. The "100 year" figure I mentioned on the Call to Glory page is clearly not correct (heck, I contradict myself later in the thread) but I'm not sure what I should use to replace it.
As to the 755 year figure, can you point me to a source for that? I'm referring to the mtgsalvation wiki, and the best I can find is that Kamigawa block takes place at a time that has really not been officially placed in the continuity, or at least is in dispute, somewhat. But then, the wiki is a scary place, full of grumpkins and snarks.
I do genuinely appreciate the help. I really am trying to do right by the continuity, here.
Even if this is wrong, it has to be before Legends, as Tetsuo Umezawa is a descendant of Toshiro Umezawa who was sent to Dominara as a punishment by the Myojin of Night's Reach.
Basically, the major question is how long after the Mending the Coalition-Kaldarjar war takes place. It'd safely have to be a couple of hundred years in terms of faction logistics.
Is making a nostalgia block even feasible anymore? With all the nostalgia now sprinkled throughout sets rather than being in the direct focus it seems like nostalgia is a persistent subtheme of every set rather.
So is The Kaldarjar a force of nature, a race, a racially homogenous faction or a similar federation of forces as The Coalition? It is described quite vaguely/not at all.
It seems to be related to the power of the original Rimewind faction.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

I think you missed the set tagline on the first page.
And I'm serious. It's not a nostalgia block. No more than Return to Ravnica was a Ravnica: City of Guilds nostalgia block. This is the next step in the storyline for the plane of Dominaria, as I envision it. But in envisioning the next phase for Dominaria, I had to look at the past and discern what the setting is really about. The plane has been so many things at so many different times, spending many years as the default, catch-all setting for every Magic set. This block is intended to refine out those distinctly Dominarian aspects of the setting from all that baggage, and put those Dominarian aspects at the forefront.
If I could give myself one major, overarching goal for this block, that goal would be to define the plane of Dominaria as a plane unto itself. As opposed to the generic, everything-in-the-hopper setting it has been for so long. That's why I simply chose "Dominaria" as the name for the set and the block.
So is The Kaldarjar a force of nature, a race, a racially homogenous faction or a similar federation of forces as The Coalition? It is described quite vaguely/not at all. It seems to be related to the power of the original Rimewind faction.
Correct on the final two counts. The Kaldarjar have no organizational or historical connection to Rimewind. But, they ultimately draw their power from the same cold magic that is native to Dominaria, that Rimewind once imperfectly harnessed.
A couple other major differences are that Heidar was insane, and basically turned Rimewind into his personal Phyrexian revival cult before his allies had to kill him. The Kaldarjar are not insane, and they have nothing to do with Phyrexia. Heidar's monomacy also meant that he used this cold magic as a personal path to power. The Kaldarjar are not blinded by that ambition, which makes them more formidable than Rimewind: they understand the hidden truths of this power better than the Rimewind cult did, and they don't hesitate to die for their cause. Because they believe that their cause is morally right, and that their victory is imperative.
They're neither racially nor culturally homogenous. There's a great deal of mystery (intentionally created by me, since it bears on the story) about where they came from, and what their endgame is. For Dominaria (the set,) they're going to remain mostly a faceless menace. In Icefall and Set 3, you'll see what the implications of the Kaldarjar faction really are.
Lame explanation follows:
Snow has only ever occurred (in the cards) on Dominaria. So that could be one of its defining feature. Say, an Ice Age recurs periodically (ie every 10000 years). During each Ice Age, there is a higher chance of someone becoming a Planeswalker (e.g. Jaya Ballard).
We assumed that the Brothers' War caused the Ice Age. But that is just the fate of Dominaria. An Ice Age must occur every 10000 years, and there is always a huge event right before it. So last time, it was Brothers' War; this time it was something else that triggered the Ice Age.

You're on to something.
This might be giving the whole game away, but the question isn't, "What could lead Dominaria into another ice age?" but rather, "What has been preventing this ice age from happening?"
I think that you should change the title for the set. None of the previous sets that take place on Dominara actually had Dominara in their names so why not go with something that sounds cooler?

Even if this is wrong, it has to be before Legends, as Tetsuo Umezawa is a descendant of Toshiro Umezawa who was sent to Dominara as a punishment by the Myojin of Night's Reach.
Storm Crow is strictly worse than Seacoast Drake.

So is The Kaldarjar a force of nature, a race, a racially homogenous faction or a similar federation of forces as The Coalition? It is described quite vaguely/not at all.
It seems to be related to the power of the original Rimewind faction.
Finally a good white villain quote: "So, do I ever re-evaluate my life choices? Never, because I know what I'm doing is a righteous cause."

So last time, it was Brothers' War; this time it was something else that triggered the Ice Age.
........................
You're on to something.
This might be giving the whole game away, but the question isn't, "What could lead Dominaria into another ice age?" but rather, "What has been preventing this ice age from happening?"

Lemme guess, set 3 of CTG Block and set 3 of Dominaria block are the same set?

They are not. But that's an entertaining guess!
You guys are getting ahead of me, here.
what if they were interchangeable?
