Depends on what you want your white section to do. Personally I would cut the Praetor, because while she's good in a few archetypes, I just don't see it getting into as many decks as the other cards you listed. Overall though I think new Elspeth is the least interesting of the bunch, so I wouldn't fault you for cutting that either.
Cloudgoat Ranger is a beast, I would never consider cutting it (Well, right now at least!).

Midrange and tempo are both successful decks for us. We'll See. I have a 5 card "testing" section, so I'll probably just slide him in there for the time being.
Elspeth is super sick, but I can't reanimate it or cheat it into play. That makes it way less versatile than the white Praetor, so I opted for the latter. If I'm including a 6+ mana card, I need that slot to be as versatile as possible - preferably Natural Order or Tinker friendly and reanimatable. Being a creature is a big bonus for what is inherently a narrow slot.
Psychatog, with zero reservations. This card is not what it used to be. We cut it several months ago and have not missed it once. Sacred Cow, yes. Necessary, nope.
I'd put BBE & Kird Ape as tier 1. Xenagos may be tier 1 but it's definitely at the top of tier 2. I like Sarkhan Vol next followed by Huntmaster & Hydra. I'd cut Hydra first but wouldn't be sad about cutting Huntmaster.

Thats how I feel, I'm torn between the Hydra and Huntmaster. They have both had their glory days, and the hydra has been better than people give it credit.

Huntmaster should be more consistent, I imagine. Hydra can outright kill people given enough mana or do nothing if they have removal, but Huntmaster will net you a wolf token and two life even if they have removal.
That said, because of how many four drops there are between red, green and gruul, I'd play Flinthoof Boar or Ghor-Clan Rampager over Huntmaster or Hydra.
I'm running Vol, Xenagos, BBE and Burning-Tree Emissary. I try to get as many playable hybrids in as possible in each pairing, but that's really the only good one in Gruul.
And it doesn't make for a very good hybrid card anyways. If I can't use the mana to potentially cast every 1 and 2cc card in my deck, it's really not worth including. It was barely worth including when you can.
Whereas we've had lots of success running Burning-Tree Emissary. I think it should perform similarly well in a small cube. There's also Tattermunge Maniac which, as a hybrid, is a reasonable 1-drop.
Tattermunge is another option if the BTE doesn't test well. It was a bad cube card, then everyone liked it, and now it's bad again. Maybe by the time I've seen it in action, it will be good again.
If I were to add Tattermunge Maniac, it would be to the red section, since I don't really support green agro. Also my multi-colored section is in flux right now because I am experimenting with a "hybrid" section.

I would also look to cut the ape than as well. Unless you're playing some kind of Zoo variation, I just don't see Kird Ape seeing a lot of play in decks that aren't green aggro.

I will never cut Kird Ape from my Cube. Does 'zoo' include any aggressive deck with red and green in it? Because all of those decks use Kird Ape, not just the 'Naya' colored zoo decks of constructed fame.
I'm wondering if any of the red cards in my cube need to be cut in favor of Searing Spear and now Lightning Strike. For reference, my red cards are as follows:

I would prob debate between Titan, Elspeth, and Norn. I might try out no Titan just for variety. But I'd imagine Elspeth and Norn are the two weakest.
