If it's Kiora, like many believe, then the mythic layout for the next two sets can be guessed at. At least with more education than normal. The only way it changes is if they do the Minor Gods in cycles not built on their Allied/Enemy color layout (which is possible).

Actually, it was mentioned that there was a powerful tribal card or some help for tribal in Modern in BNG. Everyone just assumed it was merfolk (probably because there aren't any elves on Theros).
I can't see Wizards spoiling something this early to generate hype unless it's something that players are looking for and eager about seeing. It could still be a legendary merfolk creature, but that wouldn't really get that many people hyped the way that the Kiora planeswalker card would.

Make her 1UG and give her two very playable abilities, but no ultimate to balance her out.

You are absolutely correct. If they, somehow, decided to give her Scy, no way it would be a + ability. MaRo swears up and down how powerful he believes Scy to be, so they would make it a 0 or - ability.

The first ability is a very, very strong possibility. I think the Explore Coiling Oracle ability (mentioned elsewhere) is another strong contender, but either way, it'll very likely have something to do with ramp.

All very good predictions. I would be surprised if you weren't correct or close to correct on this point.

It'll definitely be something with creature fetching/cheating them out. The Prophet of Kruphix ability is very GU, but it just isn't very Kiora from what we know of her (mostly from her DotP deck). The Tooth and Nail ability and the third one are very likely candidates. I just can't speculate as to cost because they are both very powerful abilities.

While I think that a two ability Planeswalker would be really interesting and kind of cool, I just can't see them doing this with Kiora. She's a huge Timmy 'walker, and Timmy is all about having that huge payoff at the end. Having no ultimate to bring out the fatties wouldn't be a very Kiora thing to do. As you've noted, though, it's an unlikely possibility.
Wouldn't it be funny if we got a merfolk walker that wasn't Kiora?

Extremely unlikely, but in theory it's not too overpowered because the cards it fetches can't be used until several turns later, and there are enough answers right now with downfall, lightning strike, boros charm, ect. that she's relatively easy to stop.
All things told, this is probably the most likely design I can think of...

I could also see her +1 interacting more specifically with large creatures as well, maybe searching the top of your library for them and putting them into your hand.

It's also important to note that the tritons mistook her for another powerful merfolk-looking person. Meaning, this individual is not from Theros -- i.e. she's a Planeswalker.
It'd be an entirely different situation if it said something like, "the citizens of Meletis mistook her as Thassa," since they aren't really expected to know of all of another race. But it's very unlikely that the "tritons" as a race would not recognize another merfolk who was native to Theros.
Thus, it's almost certainly referring to a Planeswalker, not a legendary creature.

I have to say its not a god, as the tritons would know their minor gods at a level similar to the major gods. Kiora is supposed to be a merfolk (I hope I'm not incorrect here) that has connections to leviathans. Thassa would be a merfolk god if you could fit Legendary Enchantment Creature - Merfolk onto a typeline (in my opinion of course).
No chance do they allow for a + bounce ability. This will be another shot at JTMS in a way, and in order to fix they might make it -2 or just not have a +2 ability.
Incorporating green... the last line does implicate something similar to the newest Garruks Put a creature onto the battlefield ability, but from the deep would imply from the library. This could be a -x ability and still seem like an ultimate. If it finds creatures fitting a certain criteria such as cmc >x, it woud have to be ridiculously impossible to pull off. No way to we want a planeswalker that can find a put emrakul into play.
This could be expensive. It is in U/G a combination that allows for both ramp and control. 5 cmc walkers never seem playable to me though. + ability seems like it would be scrying, but I sure as hell would hope not. It just seems so weak unless it were something like scry 3 or more.

It may also mean that she somehow looks like the sea god. According to this article, "Atua" in her name may mean "god".
