Are you kidding me? You pitch the worst blue card in your hand, whatever it may be. You pitch Azorius Charm, or Divination, or even Revelation. You tap out for whatever you want, and you get to fill your deck with draw spells as a result. Your argument implies that people don't pitch good cards in legacy, when they do all the time, because the decks only have good blue cards. Force of Will would not be fair in standard, plain and simple. To think otherwise is to be delusional.

There's nothing in the hint that even suggests FoW beyond twisting "No pain, no gain" to fit the pitch. Wondering if FoW is Standard viable is the province of Baseless Speculation or Magic General, and I would suggest Baseless Speculation.

I don't agree that Dark Confidant is too good for standard.
For two reasons: Almost kill spells kill it (one defense).
Second: The pool card in standard is smaller than modern, so there are less good cards with cmc 1 or 2, making a standard deck use it in a more restrictive way. So its power is lowered once cards in standard have much less power than modern (in modern, 2-cmc cost creatures/spells have much more impact than standard 2-cmc cost creatures/spells)
And there is a demand for some modern cards that even with Modern Masters was not met. So the modern staples are getting more and more expensive and soon, modern will not accept new players because of it. There is a huge demand for some cards but no new printing, see Tarmogoyf, the only green playable creature in modern (with few exceptions).
Maybe they're just reprinting Minions' Murmurs from futuresight.

On topic: I'm predicting an instant-speed Read the Bones for UB, maybe with life loss of the drawn card's cmc.
The way I read it, we're looking for a card that represents Dark Confidant's dark inspiration - i.e. his mechanic - in relation to a Seer - relating to Duskmantle Seer or Scry.
Makes me think it's not a creature, because it's referring to the seer's dark inspiration and not the seer itself.

Scry 2. Reveal the top two cards of your library, lose life equal to the CMC of one of the cards, and place both cards into your hand.
Revealing the cards makes it not necessarily better than similar examples (i.e. Sign in Blood) despite the Scry effect. Additionally, if you want good cards you may have to pay more than 2 life. But... you sift through 4 cards.
It does step on Read the Bones toes as well, but again in this case it's a CMC cheaper Instant, only for UB decks, and the reveal plus lifeloss means it works to some extent on a different axis.
Also, we need us some Instant speed cheap draw here. Quicken ain't doing it for me. And UB needs some love! Cipher... honestly!

We already have a U god that scrys, very efficiently and very consistently too. I sincerely doubt that Wizards will put Scry on another U god, considering it would completely stomp on Thassa as she sits. Especially if Phenax draws as well. These are demigods, who are supposed to be weaker than the major gods. Saying Phenax will draw extra cards is sensible; saying he will scry as well is retarded.

Blue never hurts itself to draw. Because it's Blue. If this is about seers and life loss it's in mono-black, possibly black-red.
