I am sure that I can infinitely mill myself via the Probe + Seeker... but my question is can I rearrange the way my cards are put into the bottom of my library this way?
If not, do I need an effect that puts multiple cards into my graveyard and find a way to do it infinitely so I can rearrange my deck?

I'm affraid I don't see how those cards interact with each other. Wheel of sun and moon has a replacement effect that puts cards on the bottom of a players library instead of their graveyard. Psychogenic Probe has a triggered ability that triggers whenever a player shuffles their library, and seeker of the skybreak has an activated ability that untaps a creature (which neither of those two are).
Also, bear in mind, just triggering Mesmeric Orb with multiple untaps, say with Krosan Restorer with threshold untapping a Maze of Ith while swinging, having maze untap the restorer, etc, will not count as multiple cards going to your graveyard at the same time, because each trigger of the Mesmeric Orb will happen separately, despite triggering off multiple untaps happening simultaneously.
You can EFFECTIVELY stack your deck, however, using Seeker/Orb/Wheel, by milling yourself until your desired card is on top before each draw. Since you should know your entire library and its order after going through it one time, you can shortcut to milling yourself to the desired card, by specifying how many iterations of the loop and the desired end state.

That was one of the things I liked about the Seeker/Orb/Wheel combo, but I was hoping for an effect where I can effectively make Goblin Charbelcher lethal for an EDH deck I'm building. So, despite the cool idea of knowing the sequence of draws, I'll look for another self-mill engine.
