really nice art, better than the Innistrad imo. Also going to be great in Draft/Sealed/Block Constructed. Sill disappointed there isn't a version with no Flavor Text.

They've done worse. Angel's Mercy was reprinted in two sets in a row (Avacyn Restored and M13.)

By doing this, they ensure it stays in standard post M14 without having to reprint it in core, and it's also a piece within the limited format.

It's pretty common for them to print staples in the core and in blocks. Counterspell was in like every block and every core set up until the day they decided it was too good.

This card represents blue very well, so it is appropriated to fill a slot even if it is duplicated with M14.
Personally, I don't like this card, because you spend one card (itself) and three mana just to recover the spent card and get a new card. Very little advantage at CMC 3. At CMC 2 it is too good. A design question.

There are standard decks that play it as a 4 of... 3 mana to go up a card is perfectly reasonable in almost every standard.

Of course it plays, it is the only blue draw in standard for drop 1, 2 or 3. They banned all good blue draws in modern and forgot that there is no combo deck in standard (for regreting printing new draws), LOL.
