When ~ enters the battlefield, name a nonland card. Search target opponent's graveyard and library for any number of cards with that name and exile them. Place a +1/+1 counter on ~ for each card exiled in this way. Then that player shuffles his or her library.

Sorry, but this is WAY too good. It's memoricide attached to a creature, with the only drawback being it doesn't affect cards in hand. You're going to get a 3/3 out of this at least, and if you're playing white, you can play Cloudshift or Restoration Angel to get the effect multiple times. I would up the cost to at least 4cmc, probably 5.

Things WotC cares about:
-making certain Standard cards can be played in Modern, therefore increasing their value and increasing WotC's profit margin
Things WotC does not care about:
-keeping the ban list as short as possible
-taking chances with an entire format for the benefit of a single card
-catering to play styles that newer players generally don't like and will lose them more players than it will gain
-keeping the meta balanced between archetypes/colors/whatever
-keeping cards on the secondary market cheap (available yes, but not cheap)
-keeping the meta diverse (as long as a single deck doesn't threaten the popularity of the format)
This is the same as Elite Vanguard, which is only an uncommon. If you meant this to be rare, most 2/1 for 1 nowadays have something additional tacked on, you could probably add something to this.

If you drop it turn 1 with a Temple Garden it is a 2/2, better but not Nacatl good.
If you wait until turn 2 to play it, with all 3 land types in play, its a 2/2 haste for G which I think would be perfect for zoo.

You could also say it's BG because it involves mulching some graveyard cards for a second go-around.
I love Dimir as a guild but I hate how it always drags UB back to mill for a year or so every trip to Ravnica. Guild needs more Far//Away and less Glimpse.

would you rather it be hexproof or shroud (broken rhetorical suggestion)? I think haste is a fairly reasonable ability for the time it takes to strategize with larger spells, but at 3 it feels potentially snapcaster+v8 engine broken, so cmc{4} seems less busted to me (for 4 mana Id rather it not die to bolt, but that effect is still pretty strong...plus it recurs, and is recurred by, reveillark albeit slowly)

First you'll have to add a when that card hits the graveyard exile it clause or else you just made a 3 mana Thoughtseize you every turn.
The other problem is it's automatically cheap card advantage that is repeatable. You play this, your opponent bolts it and you still get a card out of the deal. Moreover you get the card you want out of all the cards. Imagine a Shardless agent where if it says on the field you get to cascade again on your upkeep.

Maybe 4cmc is the way to go. My thinking is that at 4cmc it should be a threat that will end the game fairly quickly. This can probably end the game, but not immediately. (As Valanarch point out, you can bolt someone every turn with this, but that could take 7 turns).
And haste is there for the reasons you stated. The alternative was:
"While untapped, this card has hexproof"

Why not just make it a mana-paid activated ability instead?
UBx: you may cast target spell with converted mana cost X+2 or less from your graveyard without paying its mana cost.
Then make it 1/4 for 1UB with Flash.
Should be good for threatening a runaway game, don't you think?
Why not just make it a mana-paid activated ability instead?
I thought of that, but I wanted something that would be more attuned to a control deck. With my version, mana can be left open to do other things, like counter spelling or milling more. The time requirement also puts a limitation on what can be cast, and create a clock effect I rather like. Frankly, I think the suspend route is just cooler.
