Potential? It's a brutal, and fairly difficult to disrupt combo. It fits the color-scheme/mana base perfectly. I saw some actual RUG Pestermite-Splinter Twin lists doin' some work in extended not long ago. I think this has potential.
It could happen. The combo is pretty good being a turn 4 kill. However, we will have to see how the meta evolves and whether our deck can sustain the change that Standard is going to take with the release of stuff like Batterskull and Sword of W&P.
I see this being much more powerful in Pyro or in a completely different RUG shell.

I don't think RUG is the place for it. It should probably just be in a U/R control build that will let you control the game state until you can go off.
The idea of playing Geosurge (just in general not in RUG) seems really good.
When someones dropping 4 mana to play a 7 drop something feels fishy and extra magnets/counterspells sound better than anything anyones dreaming about.
Than what about a more controlling RUG deck? Using the win-con/Cobra slots for DE/ST, and that still leaves an extra 4-ish slots, not to mention we can cut down a land to 26, due to not having high-end guys.

Is the Valakut matchup unfavorable?
Assuming you just stick with UR (which is what this deck will most likely do) you have just solid countermagic for their Titans and a Turn 4 kill.
I've seen a really great U/R counterburn that utilizes Koth and JTMS, it's probably a giant game for that deck. I like this combo for us, but RUG is a supremely tight list as is. I'm willing to make room for Beast Within, but as everyone else mentioned, this needs a whole new shell.
If I played an RUG Splinter Twin Deck, I'd personally go all in and opt for Primeval Titan over (or with) Inferno Titan because he adds speed to the combo and deck thinning. Think about it this way: if I'm trying to pull out Splinter Twin and Deceiver Exarch, the last thing that I want to be drawing into is lands. So as Primeval Titan is mana fixing, Jace is digging through what's left for combo pieces, counterspells, etc. Even Primeval Titan could help with deck fixing with a few teched Halimar Depths.
i do kinda like the idea. splinter twin has plenty of uses when you look at putting it on things like inferno titan, precursor golem, acidic slime, etc.

Agreed, and Deceiver Exarch isn't all that bad either, as a 1-time Tumble Magnet that can block a Sword'd Mystic and live.
I would say RUG is the deck that can make the most relevant uses of the 2 cards alone.

First build of an idea using RUG with deceiver exarch. Use birds of paradise over explore for mana plus easier vengevine recursion. Cast Spinx, discard a vengevine or three and then drop a Birds of Paradise. If opponent taps out in his turn and you have an active fauna shaman, 4 mana and the splinter twin in hand its game over. Otherwise use shaman to fetch other targets that splinter twin is good for, my favourite being the acidic slime to mana screw them.
I'm pretty convinced that RUG Twin is the way to go. RUG is just so explosive already and with the addition of the combo it can just murder anyone who taps out. Sometimes even when they tap out, there's nothing they can do.
I also think adding Birds of Paradise to speed up the combo is a great idea.
Spellskite is amazing in RUG. It protects your Cobra, Jace, and your Titan. Beast Within is awesome too because you have plenty of ways to deal with the token. Exarch and Spellskite block it all day, and Jace can bounce it. I guess aggro presents some problems if they kill your dorks, but I'm working on the sideboard. Plus if they kill your dorks, then they might just lose to the combo. I dropped Bolt because it doesn't kill other Exarchs, but who knows, it might still be worth it. I figure with multiple 4 toughness guys, you can block some stuff and combo off.
Another thing I've been thinking about is only using Precursor Golem. Splinter Twin the Golem for profit! Of course that's assuming they don't have a kill spell or you've got Spellskite up.

Spellskite doesn't save Precursor Golem's tokens from all dying horrible fiery deaths to a single Bolt.
By the way, it's important to note that Spellskite is great in Twinzarch simply to protect the combo as well. If the Exarch is killed in response to casting Twin or if an opponent's Spellskite tries to hijack the Twin, being able to put the Twin on your own Spellskite is pretty awesome. You can redirect kill spells to a token Spellskite once per turn without losing your original. Highly underestimated.
This deck is pretty sick. There's so many ridiculous draws. Now I just gotta make a sideboard for aggro decks. I haven't done any real testing, but out of the few games I've played this is deck does a lot of extremely powerful things. Aside from straight up aggro, I don't see any weaknesses for the deck, and that's nothing new to RUG.
I was thinking of using Dismember. After all you can pay the black with Lotus Cobra and Birds.

But the original still has the Twin on it so it doesn't really matter much.
