I think I would consider the card you are proposing.
Returning Flame - 1R Sorcery
Returning Flame deals two damage to target creature or player.
At the beginning of your upkeep, if Returning Flame is in your graveyard, you may put Returning Flame on the top of your library.
I don't play Words of War, so I probably wouldn't play this.
EDIT:
This is probably better though as you don't actually lose a card out on it (initially that is). Hmm. Maybe I would actually. If it were an instant, it would be a lot more tempting.

That seems very strong. You never have to draw into lands again if you don't want to. It's like punishing fire + grove without needing grove, except you lose your draw instead.
It's like a Words of War that doesn't combo with other draw, but can be used as a 1-shot effect without losing a draw. Seems interesting. I think it's pretty damn good.

Sacrificing permanents at random isn't the most intuitive design.
Also that card is extremely powerful when it 'goes off'. The life stuff probably could get trimmed.
Even something like this would be near extremely good - which is strictly worse than that original in multiple ways.
Speaking of discard spells though:
All 3 of those discards are super good, but I feel like drawing a card off of a Thougtseize and Fatesealing after a 2 mana Mind Rot may be too powerful.
Like imagine if someone has 2 cards in hand and you use Interfere on them.
Brutal Tithe1BB
Sorcery
Target player discards two cards at random. For each land card discarded this way, that player sacrifices two non-token permanents at random. For each creature sacrificed this way, that players loses 5 life and you gain 5 life.
This card would be so broken that I don't even know what to say.
I once farted during the final match for prizes at an FNM. It was a tense moment, everything was quiet, control vs control, I was about to mana leak, thought about it.. and farted. Then mana leaked.

When they are still printing mind rot, it certainly makes it pretty certain that this card is not going to see print.
Stupor is still being run by plenty of cube (unless I'm missing out on some event), and so I think even

would have already been run by a lot of cube, but still not very likely to see printed. I think this card would have been a staple at

That black hymn/verdict/quad edict/double sorin's vengeance card that costs 3 mana is the most ridiculously stupid broken card that's been suggested in this thread. Terrible design, obvious over-the-top brokenness and no flavor. That card's so insane that it needs reminder text on it that lets you know you can kick your opponent right in the junk when it resolves.
Pained Learning - B Sorcery
Target player draws a card. Then that player reveals his or her hand. You choose a nonland card from it. That player discards that card.
Edit - To continue this theme maybe:
Pained Growing - 1R Sorcery
Target player searches his or her library for a land and puts it on to the battlefield. Destroy target land that player controls.

Eh, why would you ever use Pained Growing on your opponent?
Pained Learning in a reanimator deck seems good, drops fatties in the grave and rids important removal spells from your opponent. Just needs to not show your opponent your hand (when you target yourself).

The idea of a fog + ramp came to me during some common card discussion (talking about Yavimaya Elder). What would you have to do to this card to make it cubeable, while still printable?
R

Getting to choose which land they get makes it slightly better. Also, the draw a card bit makes it remotely playable.

This card is insane compared to one that's already printed.
Your card would have to either cantrip (in addition to getting the land), or do something else like 1 point of damage. It would also probably have to cost four mana, although you might be able to get away at three with 1 damage.
Something like:
Rampant Fog Flare 1RG
Instant
Prevent all combat damage this turn. Deal 1 damage to target creature. Search your library for a basic card and put it into play tapped. Shuffle your Library afterwards.
Probably bad design though, as the two don't really have synergy. I'm just trying to think of things that would get me to play a Rampant Growth that isn't Cultivate.

As it's written, you could just fail to find and it'd be a one mana cantripping Stone Rain.
It needs to be worded like Path to Exile. I don't even know if it's good enough to see play like that, and it's probably bad design as you're just trying to color screw someone with a cantrip.
I'd rather have a land that cycled and when you cycled it, you could do this.
So like...
Kjeldoran Avalanche
Land
Kjeldoran Avalanche comes into play tapped. T: Add R to your mana pool.
Cycling 2
When you Cycle Kjeldoran Avalanche, you may destroy target land an opponent controls. If you do, its controller may search his or her library for a basic land card, put that card onto the battlefield tapped, then shuffle his or her library.
The above card is really insane against decks without basics (ala Legacy) so I dunno if it would be printable.

Cultivate doesn't ramp you up two, and doesn't ramp you at all prior to turn 3 short of BoP, this needs to also be a sorcery. I could see this actually being printed now if it cost two.

I agree that it should be a sorcery. But in my opinion, the vulnerability of the ramping is enough to temper the potentially explosive start you could have.

I have to disagree. The card is way too good at 1CC. It blows a mana elf out of the water. 1G with a flashback of G would still go in every cube and be great.

Yep, I would definitely play this card at cost 1G, flashback G. I'd play it at Sorcery speed as well with these costs. I think it's well designed also and has a good amount of flavor to it.
The only problem is that tokens generally don't have text on them and are just random dorks. They made an exception with Eldrazi Spawn because they were so prevalent, but I think that might be the only exception in recent years.

besides the eldrazi tokens there are also a number of cards that make tokens that are copies of other creatures, ajani goldmane, gutter grime, mitotic slime, and a little further back the future sight spellshapers like llanowar mentor and cloudseeder. so i disagree that this is a problem. it's not as common as tokens with no text or a single ability, but complicated cards are not as common as simpler cards with less text in general. it's not something they'd shy away from if they felt that the flavor was good.
in this case i think it would say something like "put a 0/1 green Dryad Forest creature land token onto the battlefield" which doesn't exactly roll off the tongue. i could see it possibly being printed but it's certainly a bit odd.
When I see Healing Salve, I'm often like "Oh girl, I wish I could turn every card into this." Thanks they removed the gain life part, otherwise this would have been broken.
