im really not finding this coincidence that when an update occurs, 3 planeswalkers (the average in the Big set of an expansion) are Lilliana, who we know who is from Innistrad, Ral Zarek, a planeswalker who is never seen before, and a planeswalker they just took out of a core set, Ajani.
All 3 will be in Innistrad. New forms.
It'd make sense, as Lilliana is :symb:, Ral Zarek is :symu:/:symr: and Ajani is :symw:/:symg: in D12.
1. On his chest there, that golden beak-like thing. It looks to me like some sort of mask that's shaped to fit over one's mouth and nose. It's also connected by tubes to the instruments he's carrying, which look to be absorbing the lightening from the sky.
2. If you look closely, on his left arm, there's a tattoo of a Dragon covering most of his forearm.
I dont know. To me, there's a ton of clues pointing to him having some sort relation to Izzet. I didn't read much about it, but if what I DID read was true, isnt Niv-Mizzet himself missing..? Can this maybe be him? And can he possibly be a Planeswalker?

I expect with this [Transform] mechanic that everyone playing a Werewolf tribal deck will say "Autobots, rollout!" whenever the majority of their army transforms.

Someone mentioned this and made the observation to check out Captivating Vampire for a curiously similar tat.

Someone, I'm sure, knows more than I...But I would doubt it simply because his given name is "Ral Zarek".
Yes I could fathom the most clever Dragon ever (my apologies Lord Bolas) taking on a human form but ...I feel as though Wizards would keep the name constant, if only to make things clear and coherent for the players.
"606.3. A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if no player has previously activated a loyalty ability of that permanent that turn."
Yes, you do. The restriction of no more than once per turn is part of the timing restriction. If you bypass the timing restriction ('can be played any time you could cast a sorcery'), you are also bypassing the 'once per turn' limit.
Changing it to 'You can activate this ability any time you could cast an instant once per turn' or similar would fix that, but is starting to become excessively wordy, and still allows you to activate that ability even if you have already activated another loyalty ability that turn, while disallowing you from activating another loyalty ability afterwards that turn - not intuitive.
Changing it to 'You can activate this ability any time you could cast an instant, as long as a loyalty ability of ~ has not been played this turn' is almost guaranteed to long and to complex.
As I said earlier, having a planeswalker loyalty ability that can be activated at instant speed, and really works, requires at least some rewriting of the rules. Under the current rules, by far the best way of handling this is as a triggered ability. The example of such I posted earlier even works perfectly for your design:
"Whenever an opponent casts a spell that targets you or a planeswalker you control, you may remove 1 loyalty counter from ~. If you do, counter that spell."
A little wordy, but is clear on how it works, and functions well without any rules revisions.

The rules don't need to be revisioned for a card like this, thanks to this little Golden Rule.
"101.1. Whenever a card’s text directly contradicts these rules, the card takes precedence. The card
overrides only the rule that applies to that specific situation. The only exception is that a player can
concede the game at any time (see rule 104.3a)."
The part of that rule there that says "The card overrides only the rule that applies to that specific situation" I think limits Ral Zarek to ONLY override the "Only activate these abilities anytime you can play a sorcery" rule for Planeswalkers, but not necessarily the "once per turn" rule.
Though, they seem to have mashed those two "rules" into one single rule..
But, if I were to see this Planeswalker card, and saw that -1 ability, I wouldn't automatically think "Oh, I can play it as an instant, so that means I can also play it however many times I want!", I'd just think "Ok, I can play it as an instant, so if my opponent throws multiple things at me or a planeswalker I control, I need to choose wisely what it is I want to counter." After all, I'd still be thinking I could activate an ability of a planeswalker only once. Nothing's really given me reason NOT to.
I really just want to avoid making the text so freakin small. It's bad enough as it is.

Then again, what is ever obvious for the Izzet?
@The Captivating Vampire comment: Wow, didn't notice that.. It does look similar, though not exactly the same. But still, an outlined colorless Dragon tattoo on the left arm..
@Niv-Mizzet possibility comment: Well, maybe him being known as Niv-Mizzet isn't necessary for what they have in store? And besides, if you were to go into hiding and changed your appearance, would you keep the same name?
I expect with this [Transform] mechanic that everyone playing a Werewolf tribal deck will say "Autobots, rollout!" whenever the majority of their army transforms.
I don't imagine that the dragon so vain he stamped his name and/or image on every single thing he owns, including his guild, would choose to change that name or how he looks.
I made a boo-boo guys. Because of the noob I am in these forums, I got my posts taken down that have the pictures of my Planeswalker card design. My bad.
I'll just repost him here in text form.. hopefully that's ok?
Or actually, would I be able to attach the previous image to my post as a separate file? (Sorry, again, new to these forums.. I dont completely understand all of these specific rules just yet.)

If you're going to repost it, don't do it here. We don't even want text card designs in this forum. Take it to Custom Card Creation.
Alright, gotcha. Sorry for that again.

Planeswalkers are planeswalkers, they travel the planes. In the original Lorwyn, four of the planeswalkers were human in a set where no humans existed. They were supposed to feel out-of-place.
Ral Zarek could very well be Izzet and his origin may very well be Ravnica. That background may even be Ravnica.
Look at Sorin Markov's background. He's clearly in a dark gothic area which did not feature prominently in Zendikar. This in no way means Innistrad is truly a wholly-gothic landscape.
Look at Temple Gardens for an example of Ravnica Gothic. The Gothic architecture is there, but it is in the morning and serene.
We know Sarkhan Vol transported himself to Jund during his ignition of the spark. Ral Zarek could very well be the same way. He's an (former?) Izzet wizard-turned-planeswalker that ended up in Innistrad for some reason we don't know.
Everyone knows that good luck and good game are such insincere terms that any man who does not connect his right hook with the offender's jaw on the very utterance of such a phrase is no man I would consider as such.
Ravnica being in the background is probably just indicating that Ral Zarek's native plane is Ravnica. Doesn't have to be Innistrad for him to be in the set
I don't imagine that the dragon so vain he stamped his name and/or image on every single thing he owns, including his guild, would choose to change that name or how he looks.
I don't, under any circumstances, consider Ral Zarek to be Niv-Mizzet, but I would've change my name and appearance too after lamely claiming to be bored after losing a fight.
It's understandable blue control players would be shocked and in denial at the notion of this card, since their decks have been dominating multiple formats for an eternity yet they've curiously never once had to deal with any counter-hosers that weren't ineffectual, narrow CRAP.
It can't be Ravnica, since they said Scars was a testing ground to see if players like revisiting planes. If we get to revisit another plane in the near future, it'll probably take atleast another year.

This doesn't mean "it can't be Ravnica". It is certainly fair to say that makes it unlikely but it doesn't mean it can't be.

On a trade break. Getting ripped blows...
I know people have been throwing around the idea of him being Izzet, and I'm sure someone's probably noticed already, but just in case:
Stylistically, he's very Izzet. The brass/copper arm braces and tubes. The breeches with the blue stripes. The blue/red/gold overcoat with the elaborate work on it, featuring heavy layering. The blown back hair. Basically, he looks like something straight out of the Izzet style guide. Or at least, an evolution thereof.
He could certainly be FROM Ravnica and be an Izzet Guildsman... but like any planeswalker, he can go and visit where he wants. Heck, wasn't Ajani from Alara? We saw him in his original form before we went there.
It'd make sense, as Lilliana is :symb:, Ral Zarek is :symu:/:symr: and Ajani is :symw:/:symg: in D12.

Looks like an artificer or tinkerer with his favorite creation strapped to him.
It may be, but I think Innistrad will be more of a spiritual successor to Ravnica than a true sequel.
