Too bad that it doesn't evolve your biggest creature if it has Evolve. Still, a potentially huge token for 3 is nothing to scoff at, even if it's a bit "win more".

If your evolve creature is your largest creature, and has power greater than toughness, then it does trigger.
How about "You may discard your hand, pay 5 life, rip this card, remove 3 digits from any number of target fingers you control, and concede at the end of the next end step rather than pay It Will Go Through!!'s mana cost.
In limited and/or Magical Christmas Land, this is hilarious with Bloodrush. Bloodrush Ghor-Clan Rampager on, say, a 3/3. Second main, get a 7/7 for 2G!
Is it me, or does simic like to Slime Troll Orzhov? This is the second slime to troll them this set (even if Orzhov paid for this one)

Making a possible, populateable 6/6 just by using a pump spell on some mediocre creature for a measly 3 mana is a bit more then a "cute trick". Combined with that 4/4 Gruul bloodrush creature,you could make a pretty large token after combat which could block the next turn.

This...I'm really considering playing Gruul at the prerelease because of G. That and I can play my other favorite guild, Simic and still use this card. Seems very strong with bloodrush in limited.

that'd be 4+ mana and two cards. to make a vanilla fatty. Don't get me wrong, it will be potent in limited. But beyond that, this is merely a neat idea.

Well, first keep in mind that R&D's goal is not to push every card as far as it can go w/o being broken. They want a variety of power levels.
As far as whether this at instant speed would be broken... probably not. It would be extremely powerful and warp limited though. Flash creatures in limited that have high toughness and power are blowouts, ex. Yeva in M13 almost always surprise blocked an attacker. This being instant speed would give you an extremely efficient creature (this card is already a high pick at sorcery speed due to pump spells and evolve) and a surprise blocker which would frequently blow people out.
I'm guessing they figured that was a bit much for an uncommon, hence the sorcery speed.

Simic get to trigger evolves. Gruul get to make spare huge monsters. Seles get more tokens.
It has some constructed application, and depending on rarity is a good pick for Limited.
The block mechanics interact well with this.
Most importantly, Rancor approves.
