Your billing address has to be the same as with your financial institution. Assuming you don't have a friend in the U.S. and use their address, you can get a P.O. box for $30 and up a year depending on the location. Then simply open a checking account or credit card at that address. I don't know if they have IP bans based on country, but if there are you can Google the way to get around that.
I really dislike that more and more things like these are coming to magic online before the product is fixed.
They need to create an iOS and a web client, so everyone have access to the software before rolling too many of these products out. As it is now it's only windows users that can use magic online and have access to extra PTQs and now also GPTs.
This. It's something any competent tech company would have done ages ago. The year is 2013, applications should not be defined in terms of singular operating systems anymore; the quickly changing OS scene should make Wizards to make their software more platform-independent, and accessibility is a HUGE issue for those who want to take their game to the next level, but don't have a WINDOWS (TM) machine.
If they do it right, this is one of the very few things that could get me back into MTGO. If they replaced even 1 tips&tricks card per box with a free online pack redemption code it would get me to play.
if it's a single promo card? I'll probably redeem it just to sell it. That's more of an incentive for MTGO people to buy paper products than an incentive for table gamers to try MTGO.

The easy solution is to just not trade for them, or only trade for them with people you know won't scumbag you.

Fools and the uninformed will get scammed in trades with or without another thing to trade for.

There are a few ways to prevent this. They can make the cards have a scratch off area to hide the code. Marvel Comics uses a small sticker to cover the code (which lets you obtain a digital copy of the comic).
Whoa there. The blurb you just quoted is from the terms of the Avacyn's Pilgrim code. There is no way of knowing We don't know if the whole program is US-only or not. The people who may are all on Twitter, let's ask them before we jump to conclusions.

but the future codes which comes from store activity will only applies to US residents.

I doubt you will get $30 worth of promos per year to justify doing that.
Products like this often have legal concerns, and lets face it, European laws have never been all that kind to software manufacturers in the past. It is smart to keep it in murica, where legal tyranny can be maintained.
I think we can be fairly certain that they are not going to give away anything of consequence, I just don't see packs or tickets as even a slight possibility.

If you have dreams about every pack having a code for a free MTGO pack, you are setting yourself up for a huge disappointment.
Is anyone else having a problem with this? I keep getting a "your account is not eligible for this promotion" even though I'm in the US and have all of my "is eligible for..." things checked.
I don't get how this can be a legal issue. No country does have legal restrictions on something like giving away free promos.
And if it is indeed a legal issue, WotC should explain what exactly this issue is, because otherwise a lot of people - including me - will think that WotC is a group of lazy-asses who do not care a **** about non US customers.

Why is it so hard to believe that every country would have their own rules and regulations that aren't exactly the same? The effort, and expense required to ensure that you meet all the requirements is quite significant, especially when in several of the countries you also have to deal with online gambling laws.
Quite frankly it's not worth the expense to ensure you meet all those requirements. It's much easier to just limit yourself to an area where you have a working knowledge of all laws and requirements.
Put simply, this is a marketing gimmick. They aren't going to expend hundreds of thousands of dollars in legal fees to figure out if they can use their marketing gimmick in country X, when they don't even know if it will have a decent return.
Please WOTC, give us at least a reason why you are not giving the largest part of the world acces to these codes.

A paper booster and an online booster will always require you to pay twice. It is that simple.

If it's any consolation, Worth (@mtgworth) knows about the issue, isn't particularly happy about it, and is trying to get it changed. He's also said he's not allowed to talk about the reasons behind it (aka there are legal reasons that he's not allowed to discuss in public).
There is more to it than just breaking the law. Copyright infringement laws are very different in Europe (and other places) than they are in murica. A great deal of the income they get is from their intellectual property. If I had even the remotest fear that I'd lose rights to my product through copyright infringement, I wouldn't distribute there either. I've seen cases in eu courts that state that objects are distributed free (whether promotional or not) are not protected by copyrights there. I wouldn't want to open that can of worms either. Not to mention the laws concerning non-active protection (meaning if you don't fight a copyright case, you lose the copyright or trademark protection). It is covering their asses.

One pack could have 1 ticket, and another might have 20? Kinda like 2 rares in a pack.
This would drastically increase real life sales of packs IMO.
