Interesting card. I wonder what the Dimir Mythic is going to be, though.
While I agree that this ability would have made perfect sense on Mirko Vosk, it may have also resulted in Vosk being insta-banned as a General in EDH, which WotC does take into consideration. Which may also be why Vosk didn't end up with the same trigger as Nemesis of Reason.

They do this for a few different reasons,
but I suspect one of the main reasons for this guy is so he isn't run in every single EDH deck with Blue (see: Rhystic Study).
I would certainly put him in all of my Blue decks if I could.
As-is, Oona, Mimeoplasm, and Sen Triplets will have to suffice.

This card is very confusingly worded... it almost looks as if you only steal extra cards they would draw during their draw step...
It is worded this way so as to avoid the appearance that it can completely prevent your opponent from drawing a card on their turn period. That would be kind of busted. Basically, if they only draw their normal card for their turn, this ability would not replace it. However if they draw during their upkeep, from say a Dark Confidant, then any draw they would have after that would instead be a card draw for you. So if they have two Confidants in play, they would draw one from one confidant and you would draw 2(one from the 2nd confidant and one from their normal draw).

I don't think this guy can steal cards that Bob supplies, seeing as how they're not technically draws.

Except that Dark Confidant doesn't draw cards, they are revealed and put into your hand.
This is actually fantastic in my opinion. It's going to be definitely widely played in EDH (along with every card in every other set but In Standard, it seems like an awesome way of stopping Sphinx's Revelation, Staff of Nin, and Griselbrand, and this craps all over JTMS in Legacy. It could be great sideboard material and completely turn games around.

Dark confidant isn't a draw effect. It says to put the card into your hand. This was made for more of against sphinx's revelation. Atleast in standard.

Doesn't feel right to me. Say I play 'Think Twice', and that card draw gets replaced by an opponent's Notion Thief, and then his draw gets replaced by my Notion Thief, I am granted a new draw effect that has nothing to do with the original Think Twice. It's a completely new effect that is granted by my Notion Thief. So I don't see any reason why my opponent's Notion Thief wouldn't activate again.

The wording is totally ambiguous. Has there been an announcement from dev if it's "except the first one..." AND "in his draw step" OR "except " AND "the first one -which is usually but we fixate it as- the one from his draw step"
Haha. This is so close to the idea I just submitted for YMTC. No joke. It was completely about stealing other people's draws. Well, on the one hand I guess I was onto a pretty good design. On the other hand, I probably won't get chosen due to it being so similar. That really, really sucks if that's the case.
Well, the card is obviously one that I think is cool due me designing a variation of it. It would definitely see play in Eternal formats at 2 or 3 mana (and adjusted P/T stats). At 4 mana I expect it to see at least some experimental play in Eternal formats.
Why isn't this mythic? This is the most confusing wording I have ever seen on a card and by new world order standards that means it should be mythic right?
Joking aside they could have dropped the Howling Mine interaction and still had it be a good card. I think this would have been much more clear:" if an opponent would draw a card during a phase that is not his or her drawstep, instead that player skips that draw and you draw a card"

It's alright..you're like the 100000th person to read the card wrong.
It's going to be hilarious in edh when i minds aglow, let everyone tap their mana, and then flash this guy in to dash all their dreams.
You can't play this guy in response to them tapping the mana for the effect, as it happens in the resolution of the card.
You could have this guy out already and then tap out on Minds Aglow by yourself and have everyone draw the X, which would in turn make you draw all the cards instead.
I once farted during the final match for prizes at an FNM. It was a tense moment, everything was quiet, control vs control, I was about to mana leak, thought about it.. and farted. Then mana leaked.
It's pretty good against S.Rev. because they'll only gain life off of it while you draw all the cards. They must deal with the Notion Thief before they can resolve a meaningful S.Rev. of their own, which can be quite a good thing.
