in older formats, this could get incredibly degenerate.

In order for it to be any good you'd have to ritual into it, then you'd be able to use said ritual to start going off. But in reality what are you going to do, just toss it into a U/R storm deck as a 1-of to keep the shennanigans going.
I see no standard application currently since our burn is terrible and really what other sorceries, instants is red going to want to copy? Sure you can geosurge to a zillion mana but what are you going to drop with it thats going to end the game, devils play or fireball?

Given that Recoup has actually been playable in Vintage, and this is only two more colorless mana (only one more if you're playing it for its flashback cost) for a much bigger effect, yes, I'd say it's quite strong.

Or imagine this in ramp deck like valakut or 12-post. Sure, valakut is rotating and post is slow, but we still can build ramp in standart if we find decent win condition.
Recoup only saw play in Gifts decks to help make piles, and even at that the Flashback portion wasn't used all that often.
Only because they'd inevitably give you the Recoup so you'd have to pay the two extra mana to play the thing you really wanted to. The fact that this can recur multiple cards gives it a more significant effect, which may change that dynamic.
With Gifts restricted this won't have the same utility. This card is interesting but it's no Yawgmoth's Will. It doesn't have synergy with Lotus in Vintage, and it doesn't work with LED or Lotus Petal in Legacy.
I personally think this is going to have the greatest effect on Modern. Most of the Red rituals are post-Modern cutoff, and there's less cards to stop it in Modern compared to Legacy.
i bet my foil dark confidant that this card will be played in vintage. for one more mana you get to have a second Ywill in your deck. thats all there is too it.
Value wise, i dont see this card going absurdly high. Hardly any applications in standard. Sure, it will be good in modern but i predict not enough demand to make it a chase mythic.
Part of its viability depends on whether its an instant or sorcery, but either way it could function as a sort of counter-burn finisher. Most of the time Snapcaster Mage could be better, but with a bunch of cheap (one mana) cantrips and utility spells, this card is very, very strong. I can see this going into some combo decks if the format and the rest of ISD allow for that to happen.
note: this stalls out a bit on blue mana without a mana morphose, but the pyromancer's ascension deck in modern would not hate this

cast rite of flame (storm 2), cast seethign song (storm 3), cast past in flames (storm 4), flash back rite (storm 5), flash back noxious revival putting mana morphose on top (storm 6), flash back gitaxen probe (storm 7), cast mana morphose (storm 8), flash back ponder (storm 9). at this point hopefully you've found a ritual that gives you 2 red mana. if you have, you can flash it back to get 3 red mana, then you can flash back your mana morphose to cast some more blue cantrips finding your grape shot. cast grapeshot twice and win
it looks like a crazy luck hand but remember, this is in a deck that is only cantrips and rituals and grapeshot
Problem with this card is the mana cost. It costs twice as much as snapcaster mage and to get any real value aka not just be a red Call to Mind you would need to flashback at least two spells which is a 6 mana investment at best
I would be shocked if this card saw Standard play. I wouldn't however be shocked if it saw play in one of the Eteral Formats as a combo deck because I haven't thought of how this interacts with every instant or sorcery ever printed
Maybe just go with the legacy storm deck wait until they crush ur combo with Mental Misstep or Force of Will and than cast this do it all over again win
I think the previous poster had it correct that Gitaxian Probe is this cards best friend. Being able to pay 2 life and draw a card is really good card advantage from a standard viewpoint.
Speaking of Standard, being able to use all of your burn to clear the board for Koth and then use this to whip it into your opponent seems a solid gameplan.
This probably won't be all that great in standard, but, this is AMAZING in Eternal. Absolutely amazing. Like, format-warping good. I'm trying to think what the last card printed that was this abusive was and I think the answer is Mind's Desire all the way back in Scourge.
If you don't think this will be broken in half in Vintage and Legacy, you couldn't be any more wrong. Expect a restriction and a ban respectively in a year or less.
This card is not format warping at all. Not in Standard, not in Modern, not in anything.
First off, Recoup sees very, *very* little play in Vintage. We're talking niche builds in niche situations, just to be a 4th card in Gifts Ungiven piles cause it plays well with Regrowth. And it costs half the mana to cast.
This card sits at an awkward level for a couple of reasons.
First, because of its casting cost. The average Modern Storm deck runs 12 Rituals that net you mana and could be replayed (Rite of Flame, Desperate Ritual, and Seething Song). To abuse this card the way people are implying, you need at least 2 Seething Songs or any 3 ritual effects in hand / yard. If you can generate that much red mana (7+) you should already be looking to Swath / Grapeshot, Empty the Warrens, activate Ascension, etc. The only moment I can envision this card working is with Ascension active, but then again with Ascension active even Reach Through Mists is a good card. So it is not an engine card. I'd rather try to break Ad Nauseam in Modern before playing this.
Second, because of the cards it can replay. Yawgmoth's Will is ridiculous because it can replay everything, especially all the restricted cards you're supposed to take advantage of only once in a game, which by the way include broken sacrificable artifact mana. Legacy has some artifact mana, Modern has close to zero. And either way, this card doesn't let you replay it. I'd rather play Snapcaster Mage first.

This will be used in Legacy TES as a wish target. It's a bit risky to run MD with both ETW and ToA, and definitely bad with 2x AdN main. I've been fiddling with 1x Main and 1x Side but can't make up my mind weather its safe to main or not. It's just too good to pass up versus blue, which is the notoriously bad matchup for storm.
ANT obviously wont use it, but TNT (3cTES) might. Time will tell.

comparisons to yawgmoth's will seem fair. this spell is also in the colour of the best rituals (seething song, rite of flame, manamorphose etc.) so i can see this enabling some seriously crazy stuff.

No dude, this card still sucks in comparison to Snapcaster. Again, this won't be used in Vintage or Legacy at all.

Something along the lines of
Turn 1: Mountain, Gitaxian Probe, Shock (either 1 drop or their face)
Turn 2: Mountain, Incinerate
Turn 3: Mountain, Volt Charge or Shock/2drop or Slagstorm
Turn 4: Mountain, Koth of the Hammer, Beat Face, (Maybe another Probe?)
Turn 5: Mountain, Past in Flames, Probe, Volt Charge, Volt Charge or Tezzeret's Gambit
Turn 6: Koth Ultimate or whatever you drew
