It's pretty funny that if they had made a counter that was phy/UU it still would have made less of an impact than mental misstep.
Anyways it's good to see this as a reprint because there's lot's of stuff that when countered and put into the graveyard still provides advantage. This spell counteracts that problem and allows players to get a straight up 1 for 1 at the very least.
Counterspell would be fair in a standard card pool where it would be a trade-off with tempo. That means no cheap instant-speed card draw (no preordain, sleigh of hands, etc) nor flash creatures. The problem with cheap hard counter is mainly their synergy with other instant-speed cards.
The core set wants to be slightly inefficient so there is more design space. Same reason wrath left.
Wrath was pulled for 3 reasons. 1, it's name is evocative of real world flavor. 2, as long as it is in the environment all cards with regeneration are weaker. 3, dropping the anti-regen clause makes for a much cleaner, 3 word wording. It's replacement is weaker, but I don't think that was the main consideration.
lol at all the infractions the two spells in question will still not see play in most places
explain why? if you havent noticed (at least in standard) the game is slowing down.
furthermore the game now has flashback again, and a monster (zombie, vampire, undead, etc) theme with graveyard interaction...in which case exiling a spell you counter is so much better then it going to the graveyard.
i think the combination of both will make dissipate a main spell of any blue control deck. if not now then definitly by the time the other two blocks of INN rotate in.

Dissipate already has a tournament resume. It's more likely to see the pro tour than you are -- actually, it already has - you? I sincerely doubt it with card evaluation skills that poor.

I'd like to point out that both Pentavus and Turn to Slag have seen the pro tour, that doesn't mean they aren't garbage though.
