You're just trying too hard. That's simply called tempo.
Adding this effect to a 1/1 is hardly broken in any meaningful way. Yeah you can flicker it and have a body attached which is good. Maybe its a rare but never too powerful. And you have to play Islands to get value out of it. There are not too many formats that play basic islands or duals to even get two cards out of that card.
I'd love to see coiling oracle return in Gatecrash! While we're at it, lets pray they bring back Noble Hierarch (to replace birds of paradise cycling out) and Explore as well so my upcoming standard deck looks more like my modern bant ramp.
Anyhow, the best I can come up with myself is a game in the top 8 of a PTQ back during Urza block in which we were starting game 3 with time already expired, so the tiebreaker rule was that whoever had more life after 3 turns would win. And I lost to... healing salve.
Aren't the simic merfolk, now? If thats the flavor direction of the simic i doubt a coiling oracle reprint.I doubt we see all the mutations this time around

this is just plain old Tempo you're describing. conflating the concepts of Tempo with card advantage is only muddling things. if what you want to talk about is Tempo, then talk about Tempo.
I'm guessing if it was an island, you get to draw another card. This is WAY too strong IMO.

a conditional draw 2 for UU (or any doubled color) isn't "too good" imo. Night's Whisper barely saw play and that card is actually insanely good. Predict saw a decent amount of play in legacy. People need to stop being so afraid of the phrase 'draw a card'. paying 1UUU for a 2/1 and maybe 2 cards is likely worse than actual mulldrifter (I get it, there's the versatility but just for argument's sake)
I dont know about too good, but Id say it would be really good in bant control. possible ramp to verdict or jace, with the option to protect the latter from a big creature is excellent.
I'm SO SICK of the "too strong for Standard" argument. It's the new "Dies to removal". We can have a two mana 4/4 with a zillion abilities, but we can't just have Accumulated Knowledge. Makes sense.

Tempo exists since beginning of Magic, tempo is just the pace every player uses his mana efficiently and places threats in the field... so out-tempoing someone is just messing with his tempo. Remand is a good tempo-messing trick, you stop your opponents' threat while him is using his mana... as you draw a card, no one gains or lose card advantage, you just make your opponent waste his mana and he has to wait another turn to cast his threat again.
The new use of that word you're refering to is those "tempo decks", just aggro-control decks with tricks for messing with your opponents' tempo.

Tempo is the rate at which the game is played, it can be either be lost or gained depending on how efficient your cards/effects are. Tempo is why Vapor Snag could function as an actual removal spell sometimes (as far as "removing" the creature is concerned). Remand is in the same boat.

this card wouldn't be nice, it would be BROKEN. UU for a 1/1 that draws you 2 cards? not ever happening.

You're just trying too hard. That's simply called tempo.
I think you underestimate how much better an effect is on a 1/1 than on a Sorcery. Compare Monk Realist, Whirlpool Rider, Ravenous Rats, Sparkmage Apprentice, or Sylvan Ranger to a 2 mana sorcery with the same effect. The 1/1 body means a lot.

The player who can do more in shorter time has more tempo.
Having cheap cards generates this kind of tempo, bouncing creatures makes this tempo, destroying lands makes this tempo.
